The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique in accelerating efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfill the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026, and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035, and relevant sector policies and programs.

How can you make a difference?

The WASH cluster operates under the leadership of UNICEF (as Country WASH cluster Lead) with the provincial department of infrastructure as the lead government agency at the provincial level and the National Directorate of Water at the national level. WASH cluster meetings are being held regularly at the national level to coordinate WASH humanitarian interventions among partners as well as assist the government with overall sector humanitarian response coordination. The WASH cluster is also currently active at a provincial level in Zambezia and Cabo Delgado. The national WASH cluster is providing technical support for all provincial clusters. In addition, inter-cluster coordination meetings have also been organized at the provincial level to share information and ensure coordination across sectors. Besides its WASH cluster coordination lead role, UNICEF’s programmatic response includes all the above emergencies, with a large number of Project Cooperation Agreements, for which monitoring, and information management is critical to ensure appropriate implementation of UNICEF mandate to deliver humanitarian WASH.

Job organizational context:

The WASH Information Management Officer is based in the Maputo office. The position supports the national cluster and the subnational clusters as needed. The position reports to a WASH Specialist/ Cluster Coordinator (P3) for general guidance and direction.

Purpose of the job:

UNICEF WASH Section is looking for staff to support the WASH emergency information management in Mozambique. This position is based in Maputo. In coordination with government authorities, and in line with nationally agreed strategies and prioritization, the Information Management Officer will provide leadership and facilitate for WASH information management between humanitarian actors at the national and provincial levels. The methodology will include the liaison with WASH partners (Government, NGOs) and other humanitarian coordination actors (including OCHA/HC-RC and other clusters’ IMO) for the development and update of information management products related to WASH sector response plans, needs assessments, gap analysis, and monitoring updates. Similarly, for the UNICEF WASH programmatic response interventions, to provide IM support on the monitoring of WASH activities reported under Project Cooperation Agreements

 To qualify as an advocate for every child you will have…

  • A Bachelor’s degree in the following fields is required: Information Management (IM) or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences, or another subject area relevant to Information Management or to the WASH Cluster.

  • Vocational training in the relevant field (i.e. information management or WASH) is an asset.

  • A minimum of 1 year of IM humanitarian work experience with UN and NGO.

  • Humanitarian work experience with the UN and NGO, including IM relevant to the wash cluster will be considered an asset.

  • Experience in demonstrating strong information management skills in a professional context is essential for this post.

  • Experience in a humanitarian context is an asset, with experience of working in the humanitarian coordination system considered an added advantage.

  • Fluency in Portuguese and English is required. Knowledge of other local languages is considered an asset.
