Job Description:

Project Planning and Capacity Building.

  • Conduct all WASH UP and WASH needs assessments and ensure that are in line with programme demands and existing gaps;
  • Ensure all plans and coordination with relevant key project staff and stakeholders for WASH UP and WASH trainings.
  • Ensure that all WASH UP and WASH activities are planned and implemented with quality.

Coordination to ensure effective programme delivery.

  • Conduct train to Water Management Committees on management, fee collection and maintenance boreholes;
  • Conduct train to local artisans on repair major damage on water infrastructure and link them with Water Management Committees;
  • Conduct train to School Heath Teacher on WASH UP, SLTS, CLST, PHAST and other WASH behaviour change component.
  • Support schools on establishment of school WASH UP clubs;
  • Supervise and ensure that all Water Management Committees are functional;
  • Supervise and ensure that all school WASH UP clubs are functional;
  • Collaborate closely with the project team to coordinate on-job Behaviour change trainings, ensure quality implementation of Behaviour change actions, and gain insights from the field.

Monitoring, Evaluation and Learning

  • Conduct regular and on demand monitoring and support visits to Water Management Committees and WASH UP activities to ensure consistency, quality and minimum standards are upheld in the activities implementation;
  • Monitor and ensure that all water and sanitation infrastructure are functional;
  • Ensure that the lessons learnt from programme monitoring are incorporated into implementation plans and approaches;
  • Ensure the scale-up of WASH UP model after piloting

Documentation and Reporting

  • Develop and maintain a database of all Water Management Committees and School Wash Clubs, documenting status and challenges.
  • Develop and maintain a database of all water and sanitation infrastructures in the district, documenting status and challenges.
  • Provide technical and quality reports where required.
  • Prepare and submit the monthly monitoring report (MMR);
  • Document all site visits in a visit report; provide a copy of this to the District Manager, WASH and MEAL Coordinator to ensure issues are documented; ensure photos and issues are included within these reports.

General

Required Professional Experience

  • A minimum of 5 years of specific experience in behaviour change programming, ideally linked to WASH programs and School Infrastructures constructions (Water and Sanitation);
  • A good understanding of social and technical aspects of WASH programmes as well as community behaviour change.

Required Education, training, license, registration, and certification.

  • Minimum of middle level of WASH related-are, Civil Construction, Hydraulics, or Public Health.

Preferred Knowledge and Qualifications

  • Strong planning and organizational skills;
  • Ability to communicate complicated technical issues in a simple manner that can be understood by non-technical people and to provide ongoing coaching in these areas;
  • Computer skills in Microsoft Word and Excel, or other similar software.

Travel and/or Work Environment Requirement

1 Officer to be based in Milange district (Zambezia Province)

1 Officer to be based in Namialo, with frequent travels to Meconta and Monapo Districts (in Nampula Province)

Language Requirements

Fluent in Portuguese and local languages
