The Opportunity – WASH Officer.
Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.
Contract Duration and Level of Effort: 12 months.

ROLE PURPOSE:
As a WASH Officer reporting to the WASH Coordinator, your role is to support the planning, implementation, and monitoring of water, sanitation, and hygiene (WASH) programs in alignment with organizational objectives and international standards. You’ll assist in assessing needs, designing interventions, and ensuring the delivery of quality WASH services to communities affected by crisis or adversity.

Reports to: WASH Coordinator.

Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITY:
- Program Implementation:
- Implement WASH programs under the guidance of the WASH Coordinator, ensuring activities are carried out efficiently and effectively in line with project plans and objectives.
- Coordinate closely with field staff, contractors, and community members to oversee the construction, rehabilitation, and maintenance of water supply systems, sanitation facilities, and hygiene promotion activities.
- Monitoring and Reporting:
- Assist in the monitoring and evaluation of WASH activities, including collecting data, conducting field visits, and tracking progress against targets and indicators.
- Prepare regular progress reports, activity updates, and other documentation as required by the WASH Coordinator, ensuring accuracy and timeliness in reporting.
- Community Engagement:
- Engage with community members and local leaders to facilitate their participation in WASH initiatives, raise awareness about hygiene practices, and promote behavior change.
- Organize and facilitate community meetings, focus group discussions, and training sessions to ensure effective communication and collaboration with beneficiaries.
- Logistics and Procurement:
- Assist in procurement processes for WASH-related goods and services, including preparing procurement plans, specifications, and tender documents, and liaising with suppliers and vendors.
- Ensure timely delivery and distribution of WASH supplies and equipment to project sites, coordinating closely with logistics and finance teams to track inventory and expenditures.
- Emergency Response:
- Support the WASH Coordinator in emergency preparedness and response activities, including pre-positioning of supplies, rapid assessments, and deployment of emergency teams.
- Assist in the implementation of emergency WASH interventions to meet the immediate needs of affected populations, adhering to humanitarian principles and standards.
- Documentation and Administration**:**
- Maintain accurate and up-to-date records of project activities, expenditures, and beneficiary data, ensuring compliance with organizational and donor requirements.
- Assist in the preparation of project proposals, workplans, and budgets, and contribute to donor reporting and communications as required by the WASH Coordinator.

QUALIFICATIONS
Bachelor’s degree in public health or public health engineering with overall understanding of.
EXPERIENCE AND SKILLS
Essential
- Minimum 3 years progressive experience in the WASH sector.
- Experience in WASH sector at officer level in non-profit sector in a humanitarian or development context
- Experience of and commitment to working through systems of community participation and accountability
- Demonstrated monitoring and evaluation skills.
- Ability to work both in a managing and a hands on implementation capacity
- Ability to write clear and well-argued assessment and project reports.
- Excellent communication skills
- Strong influencing skills and experience in advocacy
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Excellent command of English and Arabic
- The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
Desirable
- Experience or knowledge of working in the region.
- Experience of working with NGO.
- Experience in emergency response.
