The Purpose of the position:

The overall objective of the position of a Senior WASH (Water, Sanitation, and Hygiene) Officer is to lead, coordinate, and manage WASH programs and initiatives, ensuring the effective implementation of water and sanitation projects. The Senior WASH Officer is responsible for team planning, technical oversight, capacity building, and coordination with various stakeholders to achieve improved water and sanitation outcomes in line with organizational goals and standards.

Responsibilities:

Assignment /Objective 1: Assessment and project design and planning:

Responsibilities and Tasks:

  • Facilitate the assessment, baseline and end line with the support of MEAL.
  • Ensure to report any feedback lesson learns and needs from the field team and report to the programme manager and HOD.
  • Ensure understanding all project activities, targets and means of verification in the LFA.
  • Ensure the understanding of the project proposal and explain it for the rest of the team.
  • Developing detailed activity planning in the initial project stage.
  • Ensure implementation of the various components of the project cycle ;
  • Plan the activities according to the development of the project ;

 

Assignment /Objective 2: Coordination and communication:

Responsibilities and Tasks:

  • Ensure the coordination with the relevant authorities and stakeholders to present he project activities ;
  • Develop all the required formal letters for the relevant authorities related to the activity implementation.
  • Coordinate contractor activities and report to the Program Manager any problem with them
  • Ensure the project’s representation in terms of coordination at community level ;
  • Ensure the project’s integration in local structures

Assignment/Objective 3:  Implement and provide technical support of the hydraulic, construction, community engagement, and  behaviour change activities :

Responsibilities and Tasks:

  • Ensure implementation of the activities defined by the Program Manager;
  • Follow contractor activities in term of quality and quantity and insure they are following schedule and technical agreement put inside the contract.
  • Provide inputs for the PM to develop TORs and SOPs for the community engagement activities.
  • Support in initiating and designing the behaviour change approach for better impact
  • Review all the technical assessment, BOQs and list of materials submitted by the team
  • Evaluate and update project needs (HR, financial, logistics) ;
  • Identify and anticipate problems or constraints ;
  • Follow the project’s advancement by regular visits ;
  • Propose solutions or improvements for better performance of the project ;
  • Ensure the project’s technical and financial follow-up ;
  • Take into account the project’s global performance : impact, relevance, consistency, effectiveness, efficiency, sustainability, kinds and covered groups ;

Assignment/Objective 4:  Participate in implicating the beneficiary communities in the project :

Responsibilities and Tasks:

  • Coordinate activities and sensitise local partners in the field ;
  • Identify technical training needs in the community ;
  • Organize information meetings with community members on technical aspects: use of water points, use and maintenance of sanitation facilities, community mobilisation for maintenance and drainage improvement, how to obtain maintenance and tools kit.
  • Communication on drainage master plan and supervise follow up of tools kit

Assignment/Objective 5: Planning and reporting, provide accurate and timely information to the Programme manager.

Responsibilities and Tasks:

  • Propose to line manager and MEAL department monitoring plan of ongoing activities
  • Submit to line manager on Monthly activity reports.
  • Regularly analyse results of monitoring activities to continuously adapt communication and community engagement activities
  • Document best practices, failures and lessons learn.
  • Coordinate with MEAL team for following up on the indicator measurement and evaluation at the end of the project.

Assignment/Objective 6:  Manage the project team :

Responsibilities and Tasks:

  • Participate in the technical recruitment of the project team ;
  • Elaborate the content of the training and organize it ;
  • Train, assess, promote the team ;
  • Supervise the WASH technician, site engineers and Community engagement technicians.
  • Organize the work of the team : optimize the distribution of tasks according to the members’ potentials and organize planning regarding activity planning

 

Assignment/Objective 7:  Logistics and Finance :

Responsibilities and Tasks:

  • Manage logistics procedures for wash team (PL, SRO, SFU) in collaboration with logistics team
  • Check and follow material received for the project(s)
  • Organize vehicle movements for wash team in collaboration with fleet and premises officer.
  • Support the PM in providing inputs for the BFU forecasting and actual inputs.

 

Assignment/Objective 8:  Ensure adherence to Action against Hunger gender requirements

  • Commit and comply with the organization’s gender, age and diversity principles & policies (working with people, communication)

Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)

Recruitment criteria:
Qualification/Degree: Degree in hydraulics or civil engineering – experience in project management
Professional Experience 5 years of professional experience minimum on an identical or relevant position at managerial level preferred with water, sanitation and hygiene project management experience, and team management experience
Technical/Specialized Skills Project management capacity – Ability to analyse and synthesize – Capacity to supervise a team – Capacity to follow big contract and construction company – Organizational qualities – Diplomacy – Good relations with people – Flexibility – Dynamism.
General Skills

Managerial Skills

Team Supervision Experience: Able to supervise, plan activities and set priorities
Language Skills English: Fluent spoken & written

 

Arabic: Fluent spoken & written (mandatory)

Kurdish: Considered a strong asset

IT Skills Excellent with MS office (Word, Excel, PPT & Outlook)

 

Excellent Software and Hardware Skills

Be able to fix IT issues for the Base teams members

Very Good IT knowledge and Know How  – Very Good Teaching Skills in order to provide IT/Software Explanations
