VACANCY: Water and Habitat Engineer 1
The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Duty Station: Iraq – Nasiriyah Sub-Delegation
Reports to: Water and Habitat (WatHab) Delegate
Duration of Contract: 1-year fixed-term contract (with the possibility of renewal based on needs and performance).

Objective:
WatHab Engineer 1 plans, designs, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. He/She carries out needs assessments and surveys, monitors on-site works and plans for new projects. He/She has direct responsibility in preparing the required documentation for ICRC reports, contractors’ payments and for government counterparts. He/she has a close working relationship with external stakeholders related to their projects. He/she reports on a regular basis about the tasks assigned and keeps the ICRC project management tool always up to date.
Key Responsibilities:
- Helps identify needs through assessments and surveys. Plans, organizes and carry-on visits on site.
- Assesses needs according to department criteria by collecting all relevant information regarding the humanitarian situation in the field.
- Analyses the collected information, draws appropriate conclusions, makes recommendations, draft reports and presents the results, both orally and in writing, in English and Arabic language.
- Collects information on other organizations’ programs in the area to identify gaps and prevent duplication
- Contributes to the planning and organisation of programme activities together with the WatHab delegate.
- Proposes and designs WatHab projects to meet the assessed needs according to the planned objectives.
- Draws up documents (drawings, Bills of Quantities, ToRs, contracts, etc.) for engineering projects using approved formats.
- Monitors project implementation for compliance with project documents, ICRC standards/guidelines, and local building codes/standards, ensuring corrective action is taken where necessary.
- Manages ongoing contracts.
- Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed/constructed by the ICRC. Ensures works are implemented correctly, on time, and within available budget.
- Creates project files in PAM (Project and Activity Management) and keeps them up to date according to IQ WatHab guidelines.
- Reports regularly on programme implementation, both orally and in written, both in English and Arabic language.
- Contributes to draft Weekly Operational Report (WOR) and to Quarterly Technical Report (QTR).
- Provides secretarial and administrative support to his/her department in the follow up of the program/projects.
- Provides regular information to colleagues on security, stakeholder issues and site implementation progresses.
- Engages authorities and beneficiaries to promote participation and ownership of WatHab projects.
- Supports when required the WatHab delegate, attending relevant meetings, ensuring respect for ICRC’s observer status.
- Prepares and shares monthly cash forecast with FAD and IQ WatHab Administrative assistant from PAM records together with the WatHab delegate.
Education and Professional Experience required:
- Is a civil/structural engineer.
- Has a very good command of English language (both written and spoken)
- Has previous at least 5 years of experience in middle-size construction projects (around 600 m2).
- Has at least 5 years of experience in following up with contractors during construction works on-site.
- Has design capacity with CAD software and can prepare technical drawings of small/medium engineering projects.
- Has proficient reporting capacity.
