About the Job
Water & Habitat Engineer (WatHab) 3 oversees the design, planning and implementation of engineering projects within the scope of the ICRC’s Water and Habitat assistance objectives. The incumbent supervises projects in Mogadishu and is the focal person for all project-related quality control for all building construction projects in the country. The WATHAB Engineer is responsible for the implementation of the Water & Habitat programme with primary responsibility for project-related quality control and stakeholder relations.
This is a national/resident position based in Mogadishu, Somalia.
Duties and Responsibilities
- Conducts needs assessments and surveys and analysis and liaises with the line manager for further review and feedback.
- Designs and prepares required documents (architecture, structural, electrical, and mechanical) for engineering projects in the area of responsibility.
- Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary.
- Supervises contractors and on-site work for construction projects and conducts quality control during the design and construction of infrastructure installed by the ICRC in the area of responsibility.
- Develops a network of stakeholders, monitors security issues related to project sites and provides regular information to supervisors on security, stakeholder issues and project progress.

- Analyzes drawings and Bill of quantities for construction projects and assessment reports.
- Ensures the technical feasibility and relevance of the construction projects proposed by the team
- Supports team in the selection of equipment and tools for their construction projects.
- Conducts assessment of existing infrastructures and gives relevant recommendations.
- Oversees the hand-over of infrastructure installed by the ICRC to end-users.
- Organizes trainings and ensures training is provided to end-users in the operation and maintenance of infrastructure installed by the ICRC.
- Uses results-based management to analyze project-evaluation data in comparison to indicators.
- Supports in capacity building, supervises, and approves the designs and projects undertaken by the Project Engineers
- Prepares implementation progress reports and consolidates all the project reports.
Minimum qualifications and required competencies
- Bachelor`s degree in Civil Engineering, and Construction management.
- 6 years of professional experience in management of civil engineering works.
- Humanitarian environment work experience will be an added value.
- Advanced knowledge of water and sanitation or construction engineering
- Proficient in use of drawing software; AutoCAD or other relevant software
- Management and team leadership experience is essential
- Detail-oriented, highly organized and practices strict adherence to timelines
- Excellent planning and reporting skills
- Fluency in written and spoken English and Somali
- Computer proficiency especially in MS office suite
- Flexibility and willingness to travel extensively in Somalia.
- Good knowledge of political, economic, social, and cultural environment of Somalia
