The Water Quality Program within the Department of Ecology is looking to fill a Water Quality Improvement and TMDL Lead (Environmental Specialist 4) position.
This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.
Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.
As a Water Quality Improvement and Total Maximum Daily Load (TMDL) Lead, you will prioritize and develop water quality improvement plans such as TMDLs and Advanced Restoration Plans for the Skagit, Island, and Kitsap Counties. You will work towards protecting and improving the quality of surface water for the benefit of fish, people, and the environment! You will also take available information, such as water quality data, reports, and previous studies, and prioritize the development of the new water quality improvement plans and the studies needed in the service areas.

Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Duties
What makes this role unique?
As a Water Quality Improvement and Total Maximum Daily Load (TMDL) Lead, you will facilitate and manage efforts to restore and protect surface waters so that the beneficial uses for animals and people can be realized. You will review and interpret water quality data and technical reports and provide information about water quality impairments to internal and external audiences. You will use water quality data, reports, and previous studies to prioritize the development of the next water quality improvement plan and the studies needed in the service areas. In addition to TMDL development, you will facilitate implementation of previously published Water Quality Improvement Plans/TMDLs.
What you will do:
You will be the Northwest Region’s Water Cleanup Lead for watersheds in Water Resource Inventory Area’s (WRIAs) 3,4 & 15. In this role, you will develop and implement water quality improvement plans, including TMDLs, for a range of pollutants including nutrients, toxics, temperature. You will:
- Manage Water Quality improvement projects (TMDLs & Advanced Restoration Plans) that are at various stages of development and implementation.
- Review Water Quality Assessment information for Environmental Protection Agency’s 303(d) list and provide recommendation on water body category classification. Given the water quality data available and assessment category, you will make recommendations on priority watershed studies and water quality improvement projects to develop.
- Collaborate with Ecology’s Environmental Assessment Program (EAP) to develop and implement TMDL studies that accurately describe the scope of a water pollution problem and the actions necessary to protect or restore the beneficial uses of the waterbody.
- Collaborate with our region’s Nonpoint Specialists to identify land use areas and waterbodies that have primarily non-point pollution sources. Collaboration will also identify potential cleanup practices and tools to support on-the-ground actions that support TMDL implementation.
- Identify and collaborate with diverse interest groups and governments, such as federal, Tribal, state, and local governments, conservation districts, and community organizations to identify and implement pollution source control measures.
- Assist our implementation partners with identify resources, such as grants and loans, to implement practices and projects that support TMDL implementation and protects water quality.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of 9 years of experience and/or education as described below:
- Experience in environmental analysis or control, or environmental planning.
- Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

OR
Two (2) years of experience as an Environmental Specialist 3, at the Department of Ecology.
