Salary Information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The California Regional Water Quality Control Board, Central Valley Region has an opening for a Water Resource Control Engineer in the NPDES/Dredge-Fill Unit. The position is at 1685 “E” Street, Fresno, CA 93706.

Duties: 

The Water Resource Control Engineer (WRCE) position is in the Central Valley Water Board’s National Pollutant Discharge Elimination System (NPDES)/Stormwater/Dredge-Fill Unit in the Region’s Fresno Office. The incumbent’s responsibilities are in both the Stormwater and Dredge-Fill Programs. Some of the primary tasks in the Stormwater Program include conducting office and field reviews to evaluate compliance with various stormwater permits, reviewing technical reports, preparing inspection reports, preparing enforcement documents, following up on non-compliance, fielding public inquiries, reviewing Notices of Termination and Change of Information requests, responding to complaints, and entering information into appropriate databases. Primary tasks in the Dredge-Fill Program include reviewing dredge-fill applications and reports, preparing water quality certifications/waste discharge requirements, conducting office and field reviews to evaluate compliance with dredge-fill orders, preparing inspection reports, preparing enforcement documents, following up on non-compliance, fielding public inquiries, responding to complaints, and entering information into appropriate databases.
