Joint Country Programme of Norwegian Church Aid (NCA) and DanChurchAid (DCA) are seeking dedicated an International Water, sanitation and hygiene (WASH) Program Manager to join our program in Ukraine, to lead the further development and implementation of NCA/DCA’s programme to prevent and respond to humanitarian needs.
NCA and DCA has been working through partners in Ukraine since the start of the Russian invasion in February 2022. NCA’s program portfolio in Ukraine focuses on cash programming, water, sanitation and hygiene (WASH), demining, MHPSS and prevention of and response to GBV.
The main geographic focus in the southern and eastern regions of the country, with offices in Kyiv and Mykolaiv. The position will be contracted by DCA but working closely with NCA Global WASH hub (technical expert group). The WASH Program Manager is a crucial position to ensure the development, implementation, and quality control of the response implemented by local partners. An important part of the job is to train, guide and support national WASH team members. The position requires frequent travels within Ukraine to project locations, and is based in Mykolaiv.
The main duties relating to this position are:
- Overall, lead the development, implementation and strengthening of Joint Country Program’s and partner’s WASH programme.
- Collaborate and coordinate with other programme areas GBV and Mental Health and Psychosocial Support (MHPSS), Mine Action, and cash in developing integrated programming.
- Participate directly as well as facilitate partner participation in relevant coordination fora, and actively contribute to joint assessments, analysis, monitoring and advocacy. Ensure that the WASH program is coordinated with cluster, national authorities, and communities.
- Develop and deliver a capacity building plan for staff and partners.
- Ensure the intervention are evidence-based and underpinned by sound MEAL and quality assurance procedures, developing clear SOPs and training/backstopping staff/partners accordingly.
- Promptly liaison with Log, Finance, HR and other support unit to smoothen the emergency project implementation and timely response.
- Contribute technical input to the proposal development process, with input based on updated assessment of needs and in line with endorsed in JCP programming strategy.
The experience we’re looking for includes:
- Relevant Bachelor or Master’s degree in the field of WASH, Public Health, or Environmental Health.
- Minimum 5 years of work experience preferably in INGO/NGO, out of which at least 3 years’ experience in managing emergency project in developing countries.
- Proven experience implementing activities in complex emergency contexts.
- Experience working in partnership with local and national organizations.
- Demonstrated skills in planning, organizing, mentorship and supervision.
- Excellent interpersonal communication and cross-cultural skills, ability to communicate effectively on culturally sensitive issues to diverse audiences.
- Ability to be proactive and work independently.
- Excellent thematic technical skills and experience in humanitarian programme development and implementation.
- Good skills in facilitating trainings and workshops.
- Ability to operate in a high stress and unpredictable environment.
- Professional fluency in written and spoken English, knowledge of Ukrainian or Russian is an asset.
