Purpose
WatHab Engineer 1 plans, designs and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects.
Accountabilities & Functional responsibilities
- Prepare technical documents (assessments, reports, drawings, bills of quantities, tendering, ST, contracts, etc.) for engineering projects (main activity will be oriented on the water sector) using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary;
- Identifies needs through assessments and surveys.
- Carries out capacity building and keeps regular contacts with local authorities and communities.
- Acts as focal point of the relationship with central and local urban water (UWASS/AUWSSC) Detention and Health authorities.
- Supervises consultants and/or contractors working on studies and/or project sites.
- Conducts quality control of acquired material and installed infrastructure.
- Prepares implementation/progress/feasibility reports and studies;
- Provides regular information to colleagues on security, stakeholder issues and site progress;
- Manages project purchasing on labour and materials according to the delegation’s financial rules.
- Administers hand-over of ICRC-provided infrastructure to end-users;
- Trains or organizes training for owners and end-users in the operation and maintenance of water infrastructure.
- Uses results-based management to evaluate project implementation.

Scope & Impact
- Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from WatHab Technician 3, WatHab Engineer 2 or 3, or the (Deputy) WatHab Coordinator.
- Works within the geographical remit of a sub-delegation or office.
- Manages technical support staff.
Relationships
- Internally, daily contact with delegation employees for the design and administration of WatHab projects.
- Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.
Certifications / Education required
- University degree in civil engineering, water, or similar.
- Excellent command (spoken and written) of local language(s).
- Excellent command (spoken and written) of English.
- Very good computer skills in use of Microsoft Office Outlook, Word, Excel, PowerPoint and AutoCAD.
- Knowledge of project management software and/or hydraulic modelling software is an asset.
- Good experience in project design, planning and management.
- Very good analytical & Communication skills.
- Additional certificate in mechanical engineering, electrical engineering, environmental engineering or hydrogeology is an asset.
Professional Experience required
- 3-5 years’ professional experience in a related field of activity.
- Good knowledge of water and sanitation or construction engineering.
- Experience managing 1–3 technical support staff.
