Job Title: Weapons and Ammunition Management (WAM) Regional Project Manager

Contract: Permanent / Full Time

Salary: £34,000- £45,000 per year (depending on experience)

Location: Malawi and Mozambique

Accommodation: HALO provides an allowance for housing costs

Reporting to: The WAM Programme Manager East, and the Director of WAM Operations in their absence

Training: The Project Manager will be supported in their role by the Head of Weapons and Ammunition Management and will receive training and support from global specialists.

About the Role

HALO requires a regional project manager to lead the implementation of a weapons and ammunition management project in Malawi and Mozambique.

Malawi’s Defence Force and the Mozambique Armed Forces are professional military organisations that focuses primarily on national defence and contributes to United Nation peacekeeping operations. HALO seeks to deliver a WAM project that will enhance these organisations weapons and ammunition technical capacity, safeguard their stockpiles, and build a sustainable explosive ordnance disposal capability.

The Project Manager must be experienced in governmental liaison, contract management, and project delivery. Candidates should have familiarity with ammunition natures and professional military structures. Military experience is desirable, but not required.

Job Responsibilities

Working to the WAM Programme Manager East, the WAM Project Manager will manage the delivery of training, construction, and other support activities. The Project Manager will also support donor liaison, and grant management.

The Project Manager’s duties will include the following:

WAM

  • Planning and managing the delivery of risk assessments, construction/rehabilitation projects, and security force training.
  • Preparing and drafting contracts to sub-contractors for construction/rehabilitation projects with the support of global construction specialists.
  • Managing the procurement, supply levels, and movements of associated WAM equipment, vehicles, and temporary hires.
  • Coordinating with global specialists to deliver training, construction, and evaluation visits.
  • Liaising with national authorities to develop projects in line with national requirements.
  • Liaison with the US embassy to follow US procedures for grant management, and to ensure close adherence to US priorities.
  • Tracking and forecasting grant budgets in coordination with the Regional Finance Manager.
  • Support quality assurance, monitoring and evaluation, and general oversight of the WAM construction and training activities through field visits to project locations.
  • Development and management of new project concepts for WAM at a national and regional level, in conjunction with the WAM Programme Manager East

General

  • Track and deliver all required donor reporting, and respond to Embassy and PMWRA requests for information
  • Improving HALOs liaison and networking with donors, partners and other INGOs operating in Malawi and Mozambique. Being prepared to provide assistance to management team with training courses, covering colleagues’ absences, or other as directed by the Director of Weapons and Ammunition Management Operations
  • Managing national staff contingents, and functioning as line manager to programme staff.

Requirements

Essential Qualities / Experience / Qualifications

 

  • You will have a solid background in international project management.
  • You will directly oversee a number of contractors, and national staff officers. As such, you will require experience of line-management, and should have experience managing contracts. 
  • You will manage grants and monitor construction contracts, so you should understand budgeting, and financial tracking.

 

Desirable Qualities / Experience / Qualifications

  • Proficient knowledge and application of International Ammunition Technical Guidelines.
  • Explosive ordnance disposal experience, to allow the candidate to assist training delivery.
  • You will work closely with, and delivering training to, host-nation security forces. Ideally, you will be comfortable delivering training to large groups, on complex subjects, in a non-native language/through a translator.
  • You will oversee construction activities and QA of armoury construction. Although training will be provided on the expected standards, familiarity with construction concepts will be helpful.
