The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

The IEA sub-Saharan Africa (SSA) Programme has been expanding over the past years and is expected to grow further, with a rising number of IEA analyses and reports, with deeper engagement and collaboration with governments and energy stakeholders from the continent, including through both high- and technical-level events involving participants from SSA or held in SSA. Given this expansion, the SSA desk has also evolved to focus on specific sub-regions of the continent, covering on the one hand West and Southern Africa and on the other hand East and Central Africa.

The core missions of the SSA desk include leading IEA institutional engagement with SSA key stakeholders and counterparts, with a strong focus on Association countries (Kenya, Senegal and South Africa), coordinating cross-agency work on SSA, and delivering specific publications or projects such as energy policy reviews and country-specific studies. On West and Southern Africa, in addition to Senegal and South Africa, that also includes close engagement and collaboration with other partners such as Mozambique, Namibia, Mauritania, Ghana, Nigeria, among others, notably regional organisations such as the African Development Bank Group.

The IEA seeks a West and Southern Africa Program Coordinator to join a small team of enthusiastic professionals reporting to the Africa Programme Manager for West and Southern Africa in the Division for Europe, Middle-East, Africa and Latin America (EMAL), which sits within the Office of Global Energy Relations (GER).

The West and Southern Africa Program Coordinator will assist the SSA desk on the below activities:

Job Description

Main Responsibilities

  • Support the finalization of analytical outputs involving key country studies and reports, such as the Mozambique Energy Policy Review and the Namibia Renewable Energy projects, performing related tasks such as reviewing and proofreading advanced drafts, supporting peer reviews and integrating comments, preparing related materials, and coordinating with other teams across the IEA for report production and finalisation.
  • Support the organization of IEA events related to such analytical outputs, notably the launch of the Mozambique and Namibia reports, and of other IEA events involving the participation of delegates from Sub-Saharan Africa, such as conferences, workshops, webinars and other expert discussions organized by the IEA.
  • Carry out research and analysis to support IEA’s work on and with the region, including on the energy sector and energy-related updates, the broader context and political and geopolitical developments, as well as other trends relevant for IEA analyses and for the engagement with key stakeholders.
  • Draft briefs, memoranda and other supporting documents in relation to IEA activities in West and Southern Africa, notably for the Global Energy Relations Division and the Executive Office of the IEA.
  • Support the SSA desk with reporting and other administrative requirements, such as tracking and reporting requirements under the Clean Energy Transitions Programme (CETP).
  • Contribute with the preparation of documents, presentations and other inputs required for the activities of IEA’s committees such as the Standing Group on Energy Dialogue, among others.
  • Support ongoing and expanding engagement with stakeholders from West and Southern Africa, including through the facilitation of meetings, accompanying relevant delegations in IEA activities and displaying diplomatic and cultural sensitivities.

Qualifications

Ideal Candidate Profile

Academic Background

  • An university degree(s) in a relevant discipline (e.g. international relations, science, political science, economics, energy policy, environment, African studies or related field would be ideal).

Professional Background

  • Preferably 1 to 2 years of experience, including internships, on energy and climate policy topics.
  • Experience in research and analysis, drafting policy documents or briefs, and preparing presentations. Experience in manipulating data sets would be an advantage.
  • Experience working with Sub-Saharan African governments and interacting with key stakeholders across the region. Prior engagement in diplomatic activities would be an advantage.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other. Fluency in both would be an advantage.
  • Working knowledge of Portuguese would also be an advantage.

Salary Information  

  • For temporary staff, T6 salary goes up to 3720 EUR.
  • Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official).
