JOB PURPOSE:
The consultant will be home-based, working in the Social Protection and Cash-Based Transfers (CBT) team and will report to the Programme Policy Officer (CBT and Social Protection Advisor). The consultant will be expected to provide support and oversight to strategic and operational CBT issues at regional and country level as well as staffing capacity development. The consultant will provide expert technical assistance on CSP implementation related to CBT Operations in the region. In addition, the CST will support Emergency Preparedness and Response which includes SRSP through both direct delivery and government DRM and social protection platforms in the region.
ACCOUNTABILITIES/RESPONSIBILITIES:
Provide remote support to COs on all stages of the programme cycle related to CBT, including context and feasibility assessments, transfer modality selection, design, set-up, implementation, monitoring and oversight for both WFP CBT direct delivery and Government cash transfer programmes.
Support the G2P agenda in the region.
Support G2P engagements in other regions.
Co-lead on Financial Service Provider (FSP) contracting for local, regional and global FSPs for a defined number of Cos from the Programme side, in support of the CBT Programme and Policy Officer.
Provide remote engagement with the RBB EPR team to ensure CBT is a key component of the regional EPR strategy, ensuring CBT considerations are integrated into the RBB’s planning and guidance to prioritized countries in the region.
As part of CBT EPR, manage the additional roll out of the RBB-developed SRSP tool in at least one country as a remote desk-based exercise, working with SP colleagues to provide technical advice and strategic support to place this work under the larger strengthening of national Social Protection systems in the CO.
Act as thematic lead for Inclusion in the Social Protection and CBT unit, interacting with the Digital Payment specialist as required. Ensure at least one activity with the crosscutting inclusion team is integrated into work planning, and help respond as adviser or interlocuter (with RBB / HQ) to CO requests for support around gender, protection and disability inclusion, channeling requests out to the rest of the team as needed.
Support COs on the development, implementation and follow-up of capacity strengthening training, workshops, and simulations.
Review project proposals, budget revision, etc. to ensure quality assurance and coherence.
Provide CBT inputs to global and regional guidance, strategies, policy, learning products, etc. to ensure RBB CBT focus areas, knowledge and experience are well integrated.
Support the regional SP and CBT knowledge management officer with contributions to the CBT update, briefs, infographics, factsheets and updates; and support information management of the Internal Regional Cash Working Group.
Provide CBT TDY support as needed.
Other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance, or First University Degree with additional years of related work experience;
Experience:
Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries;
Minimum eight years’ experience in the design, implementation and evaluation of in-kind food, cash and/or voucher transfer programmes
Knowledge and Skills:
Languages:
Strong understanding of the theory and application of food security, livelihood and safety net programmes;
Knowledge of major humanitarian, recovery and development challenges and issues, specifically strategies for poverty and hunger reduction;
Knowledge of issues related to international development cooperation and humanitarian assistance;
Knowledge and understanding of UN’s role in development cooperation;
Good understanding of UN or WFP policies and programming requirements, in particular CBT related
Excellent written and oral communications and presentation skills;
Strong analytical and negotiation skills;
Resourcefulness, initiative, maturity of judgment and tact;
Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language)
