Conduct a diagnostic /condition study of the national malnutrition program to define the reforms required to ensure better prevention of malnutrition and the coordination of its management.
Make a documentary review on the answers so far provided by the MASEF as part of the fight against malnutrition on the institutional and programmatic levels.
List the strengths and weaknesses of previous nutrition programs and present the lessons learned.
List and propose improvement actions for the implementation of various actions in favor of prevention of malnutrition to ensure that they are well in the national policies and protocols.
Propose a program strengthening plan of the program.
Carry out an inventory of the current program to combat malnutrition, by examining its alignment with the national preschool development program of the MASEF.This analysis will integrate a gender perspective and will take into account interactions with the school feeding program at the fundamental level, as well as with the MAM management program of the food security police station (CSA).
Analyze the current responses sent by the various public institutions, NGOs and PTFs in the nutrition sector, including the Ministry of Health, the Ministry of National Education, the Food Security Commissariat, the General Delegation for National Solidarity and the fight against “Taazour” exclusion and the contributions of PTF.The aim of this analysis is to strengthen coordination and improve the complementarity of actions between the different stakeholders.
The consultant must meet the following criteria:
Hold a higher education diploma in the social or economic sciences (minimum level Bac+5).
Justify proven experience of at least 5 years in the fields of nutrition or food security.
Have solid analytical and synthesis capacities.
Mastering French (knowledge of Arabic will constitute an asset).
With equal skills, female applications will be favored in the event of equality of grades between two candidates of different sexes.
Expected products:
Based on this diagnosis/inventory, the consultant is called upon to produce a report highlighting:
The history of the MASEF’s contribution to the national responses to combat malnutrition;
The current institutional and programmatic configuration of the national response program in favor of the fight against malnutrition;
Current interventions (typology and geographic coverage;
The proposal for an optimal MASEF response scheme as part of a coordinated national response in terms of intervention typology, targeting and configuration of the response to the regional level.
The consultant is called upon to provide the following deliverables:
A note of understanding the context and presentation of the methodology.
A provisional report on the inventory to present in the restitution workshop.
A report on the reform or measures proposed to improve the contribution of the MASEF to the national response on the institutional and programmatic levels to be presented in the workshop.
