BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Disability Inclusion Officer based at our Headquarters in Rome, Italy. WFP is well-known for its ability to deliver food assistance rapidly to people in need. In order to respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of programming, as well as skills in specialized areas, such as humanitarian access, protection, accountability to affected populations (AAP), and conflict sensitive programming. The Gender, Protection and Inclusion Service provides programme support, develops guidance and training, and policy advice on cross-cutting quality aspects of programming, including Disability Inclusion. Under the overall supervision of the Senior Disability Inclusion Advisor, the Disability Inclusion Officer will undertake the following duties:

ACCOUNTABILITIES/RESPONSIBILITIES:

Five workstreams

1.People Operations/Human Resources

Provide technical support and recommendations to Human Resources on Reasonable Accommodation through rolling out the Reasonable Accommodation guidance and policy in line with the Diversity & Inclusion team requests.
Provide strategic inputs and guidance to existing human resources policies and processes from the disability inclusion perspective, as requested.
Embed disability inclusion throughout end-to-end recruitment cycle to increase employment of persons with disabilities at WFP.
Work with recruiters and human resources globally to enhance knowledge, capacity and practices on recruitment, retention and career development.
Assist with capacity building initiatives (on-line and in person) as well as advocacy materials in co-ordination with the Diversity and Inclusion Team

2.Engagement with Organizations of Persons with Disabilities (OPDs)

Lead OPD engagement work on behalf of WFP.
Develop and foster partnerships with OPDs on behalf of WFP at the global and regional level that are mutually beneficial to both WFP and OPD partners.
Update guidelines and roll-out for consultation with persons with disabilities, namely through their representative organizations, that ensure accessibility and inclusiveness, and promote representation of the diversity of persons with disabilities and intersectionality.
Streamline systems for consultation with OPDs globally, including through direct contributions to the BHA project – Outcome 2 – Engage.
In collaboration with the Partnerships division, review and update field level agreements and/or other partnership frameworks to reflect the relationship with OPDs.
3.Accessibility

Work across support functions e.g. procurement, administration, etc. to provide support on accessibility related topics.
Promote accessibility of the built environment at WFP headquarters and across country offices through establishment and implementation of standards and guidance.
Support completion of ICT accessibility assessment and progress of implementation of emanating recommendations.
Support with baseline assessment and subsequent approach for ensuring accessibility of Conferences and Services in collaboration with the Conference Servicing Unit.
4.Regional Bureau Roll-Outs

Provide technical assistance and capacity building to RB and COs, in partnership with cross-cutting Protection, AAP, Gender and/or Disability Inclusion regional or CO advisors.
Support and provide technical support to at least one Regional Bureau (RB) to develop and manage their DI work plans, including RB / CO workplans. Provide back-up support for a second Regional Bureau.
Support DI mainstreaming throughout Country Strategic Plans (CSP); data collection and utilization for CSP development, Annual Country Reporting and CRF reporting.

5.Cross Functional

Provide guidance to the Steering Committee and the Working Group in relevant policy and technical areas with respect to the deliverables.
Deliver accessible trainings on consultation with OPDs, accessibility, reasonable accommodation and other related topics reflected in this TOR.
Participate in relevant employee resources groups or working groups related to disability inclusion.
Contribute to future strategy development on disability inclusion including capacity strengthening plans.

Participate in disability inclusion knowledge and information exchanges, as relevant.

DELIVERABLES AT THE END OF THE CONTRACT:

The consultant is expected to achieve the following deliverables:

Update guidance note on enabling persons with disabilities to participate in all processes that that assess, plan, design, implement, monitor and evaluate WFP operations and programming, at the headquarters, regional and country levels.
Partnerships with key representative OPDs at the global, regional and country office levels
Project plan for Regional Roll outs of concerned RB including budget, timelines and monitoring information
Technical assistance to COs for Regional Roll Outs

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

Masters degree in one or more of the following disciplines: social sciences, development studies, international relations, sociology or other relevant field.
Experience:

At least four years of progressively responsible professional experience in development projects or humanitarian assistance, of which at least two dedicated to disability inclusion.
Demonstrated field and policy-oriented experience working on disability inclusion is required.
Experience in operational research and programme design in the areas covered under this TOR is desirable.
Knowledge and Skills

Demonstrated knowledge of the normative framework on Disability Inclusion;
Experience in coordination is required;
Experience on guidance and training development is an asset;
Previous UN experience, preferably with WFP, is highly desirable;
Demonstrated strong analytical and writing skills;
Ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information;
Ability to work on short timelines, under pressure, and managing multiple priorities simultaneously with minimal supervision; and
Initiative, enthusiasm, creativity, and flexibility with excellent interpersonal skills and team spirit.

Languages:

Fluency in English is required, knowledge of another UN language is strongly desirable.

Level of Education: Bachelor Degree
