The incumbent will report directly to the Partnership Officer at the WFP Brussels Office and will work under the overall guidance of the Deputy Director. At the start of the assignment, an annual work plan will be developed to guide performance and deliverables.

Duties and Responsibilities

Monitor and report on EU grants to ensure compliance with donor requirements and WFP internal policies; track and follow up on pending matters related to grant management, contribution implementation, and contractual obligations.
Ensure donor contributions are accurately entered into WFP corporate systems (e.g., SAP/WINGS, Salesforce), reflecting agreement terms and conditions, with documentation correctly archived to maintain a robust audit trail.
Review funding proposals for feasibility considering donor reporting requirements; ensure completeness and quality of proposals, interim/final reports, and responses to donor requests, particularly in terms of budget and financial data.
Prepare and manage programme budgets in coordination with internal stakeholders; review and action budget transfers using the Budget Transfer Tool in WINGS.
Conduct detailed analysis of fund and grant balances, identify surpluses or deficits, and recommend corrective actions to support optimal fund utilization and evidence-based decision-making.
Review and action technical requests such as grant extensions and provision of receivables; liaise with Finance Division for necessary adjustments in WFP systems.
Compile, review, and analyse data, providing regular and ad hoc reports and technical assistance as required; liaise with relevant units when information is not readily available.
Act as a focal point for resolving operational queries within the technical area of responsibility and provide procedural and technical support/training to staff in budget and programming to ensure compliance with financial rules and regulations.
Contribute to process improvements, system enhancements, and tool development to strengthen financial planning, expenditure forecasting, budget tracking, and efficient EC contract management.
Provide dedicated support to the Government Partnerships Officer (GPO) for ECHO, INTPA, MENA and FPI contributions, including support to donor funding proposals, related financial documentation, and contribution agreement management.
Carry out actions related to budget and finance of the office.
Perform and follow up on SADV and SSDR budget management and reporting
Prepare contract signatures for both humanitarian (ECHO and non-Humanitarian (INTPA, MENA and FPI).
Perform other related duties as required.

Knowledge and Skills

Advanced proficiency in Microsoft Excel; knowledge of Access is an asset.
Experience with WFP corporate systems, including SAP/WINGS, factory, Salesforces.
Familiarity with grant management, resource mobilization, and information and budget management processes.
Experience in developing data sources and conducting detailed financial analysis.

Qualifications

Education: Completion of secondary school education. Post-secondary certification in a related field (finance, business administration, international development, etc.) is desirable.
Experience: At least three years of progressively responsible experience in budget and data analysis, including grant management experience within WFP or similar UN agencies.
Language: Fluency in English is required. Knowledge of another official UN language is an asset.
