Purpose:
As part of the Planning, Monitoring, Learning and Evaluation Unit, the M&E Officer NOA will lead the delivery of the required monitoring reports meeting timelines and qualitative standards. The M&E Officer will report to Head of Planning, Monitoring, Learning and Evaluation.
KEY ACCOUNTABILITIES: (not all-inclusive, within delegated authority):
Develop the various monitoring reports on a monthly basis of process, output and outcome indicators to support decision making and information sharing with stakeholders, in alignment with wider CO corporate standards and guidelines ensuring accuracy and reliability of the final reports. Collate and analyze the different data collected from the field and other monitoring reports received from the Area Offices and the data collected through the call center in light of the established Log Frames and KPIs and produce CO-level monitoring reports, and to support data and write-ups for the ACR processes.
Develop visualized monitoring reports using tableaus and dashboards for easy access to all staff.
Build capacity and support monitoring team at each Area Office to analyze and develop Area office’s specific monitoring reports for timely information sharing and decision making at AO-level.
Oversee the record keeping of monthly monitoring plan of each AO, and ensure tracking and reports produced on monthly field monitoring coverage by WFP monitors and the 3rd party monitors for each AO and programmes.
Based on thorough analysis of the output and outcome data, identify inefficiencies, flaws and opportunities in implemented CSP activities vis-à-vis the plan and formulate some recommendations on the improvements to programme and other activities interventions.
Make the needed adjustments to data collection processes and tools to ensure WFP can demonstrate outcomes and impact focused results.
Share the monitoring reports and data analysis and highlight trends/issues and findings to PMLE Head, other M&E Officers and programme technical units for informed decision-making and improvements of the design and the execution of programmes.
Support the provision and verification of outputs and outcomes data in the CO’s data systems Follow-up on management of WFP Somalia hotline, as part of Community Feedback Mechanism of WFP operations, produce frequent statistics and progress status reports of open/closed cases, resolution of complains, trends analysis of cases, to ensure that corrective actions are taken or adjustments are made to programme responses in line with WFP policy and guidelines as required, and timely feedback to the beneficiary is provided.
Based on the findings, support the CO’s communication team to create stories about WFP interventions and their positive impact on beneficiaries and communities.
Ensure the reliability, accuracy of the data to ensure WFP reports and WFP monitoring systems have credible performance evidence. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring activities;
Train national and cooperating partners in monitoring and mobile data collection;
Other relevant duties requested by line manager.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation OR First University Degree with additional years of relevant work experience and/or training/courses.
Experience: At least one (1) year of professional experience with Advanced University OR first University Degree with a minimum of three (3) or more years of experience in monitoring and evaluation activities. Proficient in utilizing a range of quantitative and qualitative analytical tools and methods. experience in producing monitoring and/or evaluation reports at country office level is added advantage.
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Knowledge & Skills:
Strong communication and reporting skills
Experience at analyzing and drawing conclusions from both qualitative and quantitative data sets.
Advanced knowledge of excel, descriptive statistics for data analysis and reporting, experience in query building using SQL (PostgreSQL or MS Access) and data integration is desirable.
Ability to extract insights, areas for improvements and success stories from analysis of data.
Self-driven, well organized, can manage an important workload
Creative problem solver, flexible and constructive approach to overcome challenges
Proficient in MS Office (Excel, PowerPoint) and in Tableau
