WHY JOIN WFP?
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The climate crisis poses a significant risk to food systems, disproportionately affecting the most food-insecure people around the world. The impacts of climate variability and extremes are most prominent in the southern Africa Region, interacting with other main drivers of hunger and malnutrition, including conflict and economic shocks, resulting in increasing humanitarian needs.
Anticipatory action (AA) approaches have gained significant momentum in recent years, given their potential for a more efficient, effective, and sustainable way of managing climate shocks that upholds the dignity of affected populations.
WFP is supporting government and communities to manage growing climate risks through AAs in 7 countries in southern Africa (Lesotho, Malawi, Madagascar, Mozambique, Tanzania, Zambia, and Zimbabwe). WFP’s work on AA consists of both: 1) enabling national government, humanitarian and development partners and communities to develop AA systems, as well as; 2) directly delivering AAs to populations at risk of imminent climate hazards. The region has recently concluded its largest-scale Anticipatory Action activation to-date in 2023-24 for El Niño-induced droughts.
In line with corporate guidance to strengthen evidence-generation for Anticipatory Action, the WFP Regional Bureau for southern Africa – Johannesburg (RBJ) is supporting national and regional evidence-generation initiatives to enhance programmatic decision-making, organizational learning, and accountability both internally and externally. Multiple data collection surveys and research studies will be finalised in July-August 2024 and analyzed with key stakeholders in a Regional After-Action Review in mid-August 2024. The timing will then be opportune to finalize the lessons learned from the 2023-24 AA activations and develop additional evidence/guidance products that capitalize on the wealth of data currently under collection.
Towards this, RBJ is seeking to recruit a Programme Policy Officer to lead and coordinate evidence generation across the region, capturing the activation findings to support learning and programme enhancements in southern Africa and globally.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Disaster Risk Reduction/Management, Climate Change Adaptation, Social Sciences, or related field.
Experience:
Three to five years of work experience in programme, monitoring, knowledge management and/or evidence-generation is required, with a focus on humanitarian preparedness, disaster risk management, anticipatory action, institutional and capacity development. Direct experience working on AA evidence-generation is an added advantage. Previous experience working with international organizations and Disaster Management Agencies/humanitarian
actors preferred.
