Under the direct supervision of the Chief of the Programme Delivery Unit of WFP China office, the Programme Policy Officer is expected to support the senior management and the team leader to effectively deliver global field demonstration programmes that address the various needs and challenges across the full range of WFP’s operational settings, and more specifically contribute to policy formulation, programme strategy, implementation, monitoring & reporting.

Specific tasks include:

1. Provide advice and support to the Chief of Programme Delivery Unit delivering a portfolio of global field demonstration programmes in line with the WFP mandate and responding to the needs of the Country Strategic Plans of the WFP country offices.

2. Acting as the Activity Manager, manage the day-to-day implementation of the global projects including liaison with project stakeholders, and ensuring that project milestones are achieved in line with the project plan.

3. Provide technical advice on programme and policy issues including assessment and analysis, identify areas for supports and interventions in line with WFP Strategic Plan and the development priorities of the WFP country offices.

4. Draft concept notes and proposals, in collaboration with the country offices concerned, based on the assessment of the relevance and justification of program applications.

5. Design and formulate project document, implementation plan, in collaboration with the country offices concerned, for approval.

6. Oversee the implementation of field projects in line with approved project work plan and ensure effective and efficient use of project funds.

7. Establish and maintain smooth partnerships with various stakeholders, including SSTC unit of WFP HQ and concerned technical units, Regional Bureaus, and Chinese national counterparts for technical and advisory support.

8. Facilitate meetings, site visits and study tours and other capacity building activities in the concerned projects in line with programme implementation plan.

9. Contribute to the preparation of donor reports including project brief, project status report, and other corporate reports for effectively disseminating programme results to stakeholders.

10. Document lessons learnt and best practices in programmes and contribute to the sharing of knowlege. Consolidate and generating evidence to develop robust knowledge products through research, learning events.

11. Contribute to WFP China Office’s internal process (i.e., monitoring, reporting, budgeting, expenditure tracking, partnership management etc.) as and when necessary.

12. Perform other duties as and when required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Advanced University degree in agriculture, economics, rural development, environmental sciences, social sciences, nutrition, social protection, or other field relevant to international development assistance, or First University degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

At least five (5) years of solid professional experience working with development project management, or agricultural and rural development sector. Has engaged in policy discussions and provided input into policy decisions.

KNOWLEDGE & SKILLS:

Ability to design, implement, monitor and provide oversight over effective and efficient programmes. Knowledge of project cycle management especially monitoring and evaluation methodologies.

Adequate knowledge about China’s agriculture and rural development experience and related technologies in food security and nutrition.

Strong analytical thinking and innovation driven.

Good report writing skills in both Chinese and English.

LANGUAGE

Fluency in both oral and written communication in English and Chinese.
