The mission of the External Relations Division (EXT) is to ensure a strong and supportive set of stakeholder relations for WHO and encompasses resource mobilization, governing bodies, communications and partnership functions. Within the division, the Health and Multilateral Partnerships Department (HMP) purpose is to facilitate that relevant external engagements are strategic, coherent, coordinated, transparent, risk-managed and in the interest of the entire Organization to implement GPW13, whether they are led by senior management, divisions, regions or HMP itself. HMP supports, coordinates, facilitate and/or leads concrete engagements and interactions with global and regional intergovernmental organizations, formal partnerships, parliamentarians and their organizations, NGOs/civil society and the private sector. HMP’s functions are strategy development and policy coherence; health diplomacy and advocacy; selected external engagements and the incubation of strategic initiatives.
Assignment Summary:
The Junior Professional Officer (JPO) will work in the Department for Health and Multilateral Partnerships, External Relations in WHO Headquarters under the supervision of the External relations officer responsible for Parliament engagement. S/he will contribute to the implementation of the WHO Stakeholder engagement strategies, especially with parliaments.

The progress towards achieving the objectives will be evaluated annually by the JPO together with the first and second level supervisors. Achievement will be against WHO’s Performance Management and Development System (PMDS).
Duties, Responsibilities and Output expectations
- The incumbent supports the external relations officer leading on stakeholder engagement with parliaments
- Prepare Director-General and senior management briefings for external engagements with parliaments and parliamentarians
- Support parliamentary engagement for the WHO Investment Round
- Manage the generic inbox and mailing lists of the department
- Support the organization of meetings with stakeholders
- Participate in the implementation of the WHO stakeholder engagement strategies
- Perform other task that may be assigned by the supervisor
During the period of assignment, the JPO would have contributed to the following key outputs:

Qualifications and Experience:
Education:
- Minimum: Advanced university degree in Social, Political or Health Sciences.
Work experience:
- Minimum: At least two years of relevant experience.
- Desirable: Experience in stakeholder engagement (including with parliaments and parliamentary platforms or other stakeholder groups such as, NGO, private sector, etc.) and in health.
Skills required for the assignment:
- Minimum: Proficiency in spoken and written English, excellent computer skills and strong analytical and writing skills.
- Desirable:Knowledge of other UN languages. Good organizational and networking skills
Language Skills required for the assignment:
- Minimum required: Fluency in Korean and English.
- Applicants should submit a Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900
– TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted
– IELTS General Training and Academic test are both accepted
– Test scores are valid for 2 years after the test date

Age Requirement: Not older than 32 years of age as of 31 December, 2024 (born after 1 January, 1992). The maximum age limit for those who served in the military will be extended accordingly:
- One year will be extended for those who served for less than one year;
- Two years will be extended for those who served for more than one year and less than two years;
- Three years will be extended for those who served for two years or more.
Military service: Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
