We are seeking a dynamic and dedicated Whole of Syria (WOS) Water, Sanitation & Hygiene (WASH) Cluster Co-Coordinator to ensure an effective and coordinated response to water, sanitation, and hygiene (WASH) needs across Syria. This pivotal role, in collaboration with UNICEF and other key stakeholders, aims to address the critical WASH needs of affected populations through strategic, timely, and collective actions.

Key Responsibilities:

Cluster Coordination:

  • Lead the WOS WASH Cluster alongside UNICEF, ensuring effective coordination among stakeholders including local authorities, INGOs, and UN agencies.
  • Drive commitments from humanitarian actors to support cluster responses.
  • Conduct needs assessments and use data to inform response planning.
  • Identify and advocate to fill gaps in WASH sector coverage.
  • Update and harmonize the WOS WASH Cluster work plan, preventing overlap and maximizing resources.
  • Ensure the inter-agency response strategy reflects needs assessments and sector-wide plans.
  • Facilitate clear communication between the field and national cluster.
  • Actively participate in OCHA coordination meetings and contribute to reports.
  • Represent the WOS WASH Cluster in external meetings and share relevant information.
  • Ensure WOS WASH Cluster priorities are included in multi-sector assessments and reports.
  • Monitor and track fundraising efforts for WOS WASH interventions and inform members of funding opportunities.
  • Recommend effective projects for funding to the Humanitarian/Resident Coordinator.
  • Engage in global humanitarian planning activities and chair relevant Technical Working Groups.
  • Plan the cluster’s transition towards early recovery and develop an exit strategy.
  • Represent NGO perspectives within the Humanitarian Country Team.

Capacity Building:

  • Map the capacity of current and potential WOS WASH Cluster actors including government, national and international organizations, and the private sector.
  • Promote training and capacity building based on identified needs.
  • Identify training opportunities to enhance preparedness and response capacity.
  • Ensure cluster members are informed of relevant policy guidelines, technical standards, and commitments under international human rights law.
  • Promote protection mainstreaming and Do-No-Harm principles.
  • Build the capacity of CARE program staff to ensure sustainability and quality of the WOS WASH response.
  • Align cluster activities with the principles of the Transformative Agenda, including accountability to affected populations.

Qualifications:

  • Bachelor’s degree in civil/environmental/water engineering, environmental studies, public health, social sciences, or related field, or equivalent experience.
  • Fluent in English (written and spoken).
  • At least 5 years of experience in humanitarian project implementation.
  • Minimum 3 years of experience in WASH-related activities.
  • Familiarity with information management tools (e.g., 4Ws) is desirable.
  • Strong team player with experience in coordination and external representation.
  • Understanding of cluster system, humanitarian systems, donor, and government requirements.
  • Excellent organizational and planning skills.
  • Ability to work effectively in a multicultural environment.
