Background

The Victims and Witnesses Section (VWS) wishes to establish a pool of on-call Witness Assistants to provide practical assistance to witnesses appearing before the International Criminal Court in the Netherlands.

Organisational Context

Within the VWS, and under the direct administrative supervision of the Chief of Section and under the operational supervision of the Team Leader of the Operations Centre, the Witness Assistant provides all necessary VWS basic applied services to witnesses appearing before the ICC in The Netherlands, in order to facilitate their testimony and maximise their wellbeing during their stay in The Netherlands.

Scope of Services

  • Assist in the preparation activities  for the arrival of witnesses in The Netherlands;
  • Provide welcome briefing to witnesses arriving to testify before the Court;
  • Carry out entry/exit procedures of witnesses to and from the Court following ICC procedures;
  • Escort witnesses in the ICC premises  and during their transportation on medical and non-medical visits where required;
  • Provide assistance in administering witness surveys and questionnaires;
  • Maintain accurate and appropriate administration regarding witness-related activities;
  • Where applicable, monitor vulnerable witnesses throughout the day and night, including mealtime assistance.
  • Perform other duties as instructed by the relevant Team Leader and VWS Management.

Requires Qualifications:

Completion of secondary education.

Further education in the fields of Public Service, Social Work, Nursing or Psychology would be an asset.

The successful candidate should have a minimum of four years of relevant work experience.  An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility

Candidates should also possess the following skills and abilities:

  • Experience working with vulnerable persons;
  • Ability to work with persons from a wide range of ethnic and cultural backgrounds, including victims of sexual violence, children, elderly and disabled persons;
  • Ability to handle sensitive and confidential information appropriately;
  • Good standard of computer literacy, especially Microsoft Office; Good oral and written communication skills;
  • Able to work independently and as part of a team in consistent implementation of VWS services to witnesses appearing before the Court;
  • Must be prepared and willing to work on-call in a roster system providing 24/7 services to witnesses. This regularly includes working outside office hours, schedule changes at short notice and performing night shifts where required.
  • Due to the nature of the operations, must reside in the Netherlands and live within commuting distance from the ICC headquarters.
  • Must have a valid driving license in the Netherlands and be comfortable with accomplishing driving duties.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French. A working knowledge of the other is desirable. For this position, Dutch would be an asset.  Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, Spanish).  Where applicable, a working knowledge of other languages linked to ICC situation countries is an asset (including but not limited to Farsi, Lingala, Congolese Swahili, Standard Swahili, Sango, Lendu, Acholi, Tamasheq, Songai and Georgian).

The security clearance process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
