DUTIES AND RESPONSIBILITIES
Under the supervision of the Head, Technical Coordination Unit (TCU), Regional Strategic Office (RSO), and support of the project manager, the incumbent will support different countries and perform the following duties: 1. Comoros: Provide technical and strategic advice to the meteorological service in the process for updating the DTM strategic plan and developing the operational plan. 2. Mauritius: Provide technical advice to the meteorological service and the national consultant updating the MMS strategic plan and operational plan. 3. Seychelles: Provide capacity building and technical assistance for the application of the Forecast-in-the-Box for Seychelles; support the establishment of the preparatory academic and technical training bringing together SMA, University of Seychelles and University of Reading; and support the development of tailored training modules for SMA staff, fully aligned with the WMO Competency Framework. 4. Comoros, Madagascar, Mauritius and Seychelles: – Conduct a comprehensive review of current operational capacities of NMHSs in the four countries; – Support the NMHSs in the development of a business plan (including mapping of stakeholders/clients and proposals for collaboration); – Develop a regional strategic and operational plan to improve regional numerical weather and climate predictions (NWP/NCP); – Carry out an assessment of the gaps and weaknesses of NMHS institutions and provide recommendations and an action plan for improvement.
QUALIFICATIONS
Education
Master”s degree in hydrology, water resources, disaster risk reduction, meteorology or related field; PhD and training in marine meteorology is an advantage.
Experience
– Minimum 15 years of experience in supporting institutional aspects of NMHSs capacity development. Experience with NMHSs in the Southwest Indian Ocean (SWIO) countries. – More than 20 years working experience in strengthening NMHSs in Africa, preferably in SWIO; – Designing, implementing and/or evaluating projects; experience of working with CREWS; – Writing investment plans, business plans, project documents and reports – Knowledge & Skills: Strong networking skills
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
