Key Responsibilities:
The MEAL Specialist ensures robust Monitoring, Evaluation, Accountability, and Learning systems for anticipatory action interventions addressing flooding and conflict risks in Maguindanao, BARMM. This role is responsible for designing and implementing MEAL frameworks that track early action triggers, measure effectiveness, and ensure accountability to affected communities and donors. The specialist will lead data collection, analysis, and reporting to inform evidence-based decision-making, while promoting learning and continuous improvement of anticipatory action strategies in complex and high-risk environments. Demonstrate a Christ-centered life and work in working with children, families, communities, and WV team.
MAIN RESPONSIBILITIES:
- Develop and implement MEAL frameworks for anticipatory action interventions.
- Train staff and partners on MEAL tools, data quality standards, and accountability principles.
- Lead data collection, validation, and analysis for early action indicators and project performance.
- Prepare regular monitoring reports and dashboards for internal teams and donors.
- Establish feedback and complaint mechanisms for communities in Maguindanao.
- Ensure adherence to donor requirements, humanitarian standards (Sphere, CHS), and organizational policies.
- Document lessons learned and best practices from anticipatory action interventions.
QUALIFICATIONS:
- Minimum 3–5 years experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) within humanitarian or development programs.
- Proven experience in anticipatory action, disaster risk reduction, or emergency preparedness.
- Familiarity with conflict-affected and disaster-prone contexts, preferably in BARMM or similar settings.
- Bachelor’s degree in Statistics, Social Sciences, Development Studies, Disaster Risk Management, or related field.
