Key Responsibilities:

The Program Officer is responsible for leading the design, implementation, and monitoring of community-based initiatives that promote environmental resilience, sustainable livelihoods, and inclusive development. This role serves as a key liaison between local stakeholders, government agencies, and partner organizations, ensuring that program activities align with strategic goals and respond to the unique needs of vulnerable communities.

In times of emergency response especially within the area program or cluster or field office, the Program Officer may become part of the Response Team depending on her/his expertise and training with prior agreement with her/his supervisor. This role must be clearly defined, agreed and supported with appropriate training, coaching or exposures and a plan to cover her/his responsibilities is in-placed while on a special assignment.

This is an open-ended post based in Southern Leyte.

MAJOR RESPONSIBILITIES

    Identifies and coordinates primary implementing partners of various TPs and ensures that a Community Shared Plan or Partnership Agreement is signed.

    Prepares and submits timely contextualized detailed annual implementation plan in line with the overall plan of the Area Program and facilitates & tracks weekly/monthly implementation against targets including budget utilization.

    Works with government partners and the Barangay Council for the Protection of Children (BCPC) in the covered areas to ensure that implementation of TPs are well participated and child wellbeing issues and concerns are addressed on time.

    Prepares and submits monthly, semi-annual and annual reports of all TPs (as planned) including CESP using the required standard tools/templates.

    Taps expertise and/or coordinates necessary training of local agencies, institutions or companies in implementing project models or interventions.

    Collaborates with the Technical Program Specialists in building the capacities of local partners if lack of local expertise or capacity is determined.

    Partners with churches and/or faith based organizations in implementing TPs and in integration of spiritual nurture activities and values formation.

    Facilitates community planning, implementation and reporting on community shared plans and local level advocacy i.e. facilitates community processes to lobby for laws and ordinances for the wellbeing of children.

    Manages and/or decides on resolution of issues and concerns within her/his covered areas especially those affecting child wellbeing and program implementation.

    Provides recommendation and plan for expansion of barangay/s, RC level/growth and appropriate funding model/s.

    Ensures that RC recruited for RC growth are the most vulnerable children (MVCs) in the community.

    Facilitates transition/closing processes of Primary Focus or Impact Areas, if applicable, in the Primary Focus Area/s Well integrated and coordinated activities within the coverage of the Area Program. Established a working partnership at the Program Impact and Primary Focus areas Program implementing partners have signed the Community Shared Plan or Partnership Agreement and are actively involved in the implementation. Well documented and validated Impact Area accomplishment of Programming Targets (90% and above) and Budget Utilization (91% and above). Functional and actively engaged community based organizations (not just limited to CBO organized by WVDF). Some evidences include local laws, policies or ordinances supported, lobbied or passed where CBOs are actively involved.

    Implements and monitors quality and timely sponsorship essentials (caseload ranges between 1,000 and 1,500 depending on the context of the AP). Addresses child wellbeing issues on time and appropriately especially those directly affecting RC. Collaborates with the Child Data Analyst and community volunteers to ensure consistency, correctness and up-to-date RC records. Manages resolution of RC special cases and reports progress until its resolution. Facilitates community orientation on WV and Child Sponsorship and continuing education of Program partners, its staffs and community volunteers. Ensures that sponsorship processes and implementations are integrated with development programming and the two essentials of sponsorship. Leads the implementation of micro projects that are integrated in AP targets Support Project Coordinator of PNS projects in coordination and implementation Facilitates donors/private employees engagements in AP Communities Community-level sponsorship is integrated with programming activities. This includes planning for inclusion and monitoring of registered children along with program planning and monitoring. Two sponsorship essentials are integrated in TP implementation namely: (1. Community-led care and protection; and 2. Children’s participation and voice) All Sponsorship Operations Indicators (SOI) and Child’s Presence (CM) are green rating. Presence of functional children’s associations at barangay and municipal/city levels

    Coordinates sponsors/donors visits. Establish and maintain linkages and networks to various partners and represent WVDF at the barangay and municipal level in the area program. Participates in coordination meetings with partners, team meetings and other team and organizational activities as necessary. Attends staff development activities as planned and regular team devotion as part of staff spiritual nurturing. Complies with WVDF policies and standards i.e. finance, P&C, etc. on time Submits Performance Agreements and Staff Learning and Development Plan and Performance Reviews Observes good working attitude in and outside work premise to promote organizational culture and excellence Performs other tasks as assigned (i.e., OIC, Safety Focal Person) and as maybe relevant to the implementation of programs in her/his assigned areas including NRD or Grants acquisition related.

    Well-equipped and informed staff crucial to the performance of his/her responsibility.

KNOWLEDGE, SKILLS AND ABILITIES

    Graduate of Bachelor of Science in Social Work, Community Development, or other related Social Sciences.

    Trained on LEAP 3 and DPA or foundations of Community Organizing and Development.

    At least 2 years of experience in program/project implementation for an NGO.

    Experience working with Local Government Units, national/local agencies, churches, and other organizations.

    Experience in facilitating children’s activities.

    Strong understanding of child rights and responsibilities.

    Knowledge of program/project monitoring and evaluation.

    Knowledge in advocacy work and sectoral representation.

    Proficiency in MS Office and use of technology for program management.

    Excellent communication, networking, alliance-building, and facilitation skills.

    Strong technical writing skills with keen attention to detail.

    Skills in data analysis, decision-making, and problem-solving.

    Culturally sensitive, calm, and mature in addressing social concerns.

    Flexible, proactive, and able to multi-task.

    Willing to live in the barangay or primary focus area.
