Job Description:

Under the supervision of the Project Manager, the WASH Engineer will be responsible for the proper implementation of rehabilitation activities in schools under the OCHA 2025–2026 project. The Project Officer will work in close coordination with the relevant Project Manager, technical team, the monitoring and evaluation team, and the field team to implement project activities related to rehabilitation and ensure high technical quality in organizing logistical support, preparing documentation, and other related tasks. The Project Officer will also work closely with other project officers and relevant entities, in addition to monitoring and supervising the work of suppliers during the implementation of infrastructure initiatives. To prevent overlap in the supervision of simultaneous rehabilitation operations in schools, clear and well-organized work plans must be established.

Major Responsibilities:

1. Project Implementation and Planning

• Implement the schools rehabilitation activities based on the relevant plan and budget that agreed with the project manager.

• Plan, implement and coordinate to maintain project compliance with standards, state laws, donor requirements, and objectives.

• Preparing and submitting activity PRs and BOQs based on the budget framework and with the approval of the Project Manager.

• Provide daily coordination with the field team and other staff like M&E team, to ensure efficiency and coordination of inputs and technical quality of program activities.

• Review and evaluate component activities and interrelationships with other components.

• Identify possible solutions to problems and make recommendations.

• Coordination with relevant departments in World Vision.

• Visiting project sites to monitor project activities and services with high quality.

• Document all the work based on the donor requirement.

• Provide reports on project statuses and achievements in a timely manner – updating reports, monthly reports, quarterly reports, and final reports.

• Develop a teamwork plan to implement initiatives, especially infrastructure.

• Oversee the team”s attendance at work and work to continually improve their performance.

• Follow up the feedback with the team to ensure implementation proceeds as planned with the project manager
• Conducting practical tests on contractors” work during implementation of construction initiatives.

2. Monitoring, Evaluation, and Reporting

• Ensure that all M&E activities within the project are implemented in a coordinated, communicated and timely manner.

• Seek the inclusion of technical guidance (both programmatic and M&E) by World Vision technical staff where necessary based on all relevant standards.

• Carry out regular field visits to monitor the implementation and progress of project activities, according to the approved proposal.

• Document lessons learned and allow for appropriate adjustments.

• Quality documentation using the SharePoint (or hard copy filing) including assessment and progress reports, proposals, program plans that meet WV and donor requirements

• Monitor the implementation of construction initiatives.
3. Networking

• Follow up with Local authorities and government to ensure that all activities and are coordinated.

• Preparing MoUs and relevant documents.

• Attend working group and relevant bodies meeting and any other ad-hoc external meetings to ensure effective coordination and networking with governmental authorities and other agencies working in the relevant sector.

4. Child Protection

• Assist in identifying, reporting and responding to existing and potential child protection threats affecting the children participating in the project activities.

• Comply fully and ensure partners compliance with WV’s Child Protection Policy and code of conduct.

5. Any other duties might be assigned by Project Manager
Knowledge/Qualifications for the Role.

1. Required Professional Experience

• Working experiences of at least 3 years in humanitarian sector, specific experience in WASH sector and project management.

2. Required Education, training, license, registration, and certification: • Bachelor”s degree (preferably in civil, Architectural, or mechanical engineering) 3. Preferred Knowledge and Qualifications

• Excellent English and Arabic communication skills (both oral and written).

• Skills in Microsoft Word, Excel, PowerPoint

• Motivated to work in humanitarian field and grow professionally, eager and quick to learn

• Experience working on projects funded by international donors, preferably by BHA, DEC, ECHO, multi European institutional donors, and other private funding

• Familiar with core principles of Children’s Rights, Child Protection, Participation, and ‘Do No Harm.’

• Knowledge of and adherence to the Child Protection, Red Cross and NGO Code of Conduct
• Working knowledge of the logical framework approach
