In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.

Job Responsibilities
As a WPE Counselor, you will have the opportunity to contribute to the IRC’s Women and Girls Safe Spaces (WGSSs) program in Irbid, Mafraq, and East Amman. Your primary responsibility will be to deliver high-quality, survivor-centered services to women and girls, ensuring they receive the support they need to heal and rebuild their lives. Your specific duties and responsibilities will include:
Management and Technical Quality:
- Lead all administration aspects of the program and ensure smooth operations.
- Produce monthly reports on activities using IRC tools.
- Keep records of urgent needs identified and actions taken to assist affected individuals.
Case Management:
- Treat survivors and vulnerable beneficiaries with respect, kindness, and care.
- Provide survivors with information about the consequences of sexual assault, mandatory reporting regulations, and help them identify their needs and options.
- Develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs.
- Collaborate closely with other IRC units and referral partners to ensure comprehensive care for survivors.
Counseling:
- Conduct in-take and psychosocial assessments of each client.
- Provide individual psychosocial support, counseling, and guidance to women and girls at risk of gender-based violence (GBV) and GBV survivors. Equivalent experience will also be considered in lieu of specific educational requirements.
- Facilitate group counseling sessions for different target groups.
- Make referrals for beneficiaries in need of specialized mental health support and other required services.
Documentation:
- Ensure case documentation is in line with safety, ethics, and confidentiality standards.
- Compile GBVIMS/Primero and data reports on a monthly basis.
- Provide a list of GBV survivors for satisfaction survey analysis.
- Prepare success stories to be shared with the program manager for reporting purposes.
Other Duties:
- Compile and prepare weekly/monthly reports and any other required data.
- Attend and assist in facilitating trainings.
- Increase the quality of case management services by coordinating with other service providers in the referral pathway.
- Prepare for celebrations of international events/campaigns such as 16 days of activism and International Women’s Day.
- Facilitate youth initiatives to empower youth in community development.
- Engage in meetings with other service providers when needed.
- Perform any other task designated by the senior officer, program manager, and WPE coordinator.
Award Management:
- Follow up on project work plans and support the preparation of technical reports.
- Write monthly reports on response and prevention activities, advancements, challenges, and requested support.
Staff/Talent Management & Performance:
- Provide ongoing guidance to direct-report staff, including setting clear expectations and performance objectives.
- Address staff performance issues in accordance with IRC policies and procedures.
External Relationships, Partnerships & Coordination:
- Strengthen IRC’s relationship with refugees, community leaders, and municipal actors to maintain good access to affected individuals.
- Ensure regular communication with the WPE Senior Response Officer.
- Support the achievement of grant activities and deliverables with partners.
- Collaborate with partners to address challenges, effectively communicate requirements, and promote collaboration.
- Support and facilitate field visits for individuals or groups interested in IRC’s programming in Jordan.
Minimum Qualifications:
Job Requirements
To excel in this role, you will need to bring the following qualifications:
- University degree in social sciences, program management, or a relevant field, or equivalent experience.
- Minimum of 5 years of professional experience managing protection programs with refugee populations, preferably in Jordan.
- Familiarity with project cycle management principles and processes.
- Strong organization and time management skills.
- Experience collaborating with a wide range of individuals and organizations, including local authorities, donors, UN bodies, NGOs, INGOs, and grassroots organizations.
- Excellent written and oral communication skills in English and Arabic.
- Proficiency in Windows, MS Office programs, emails, and relevant databases such as Primero.
