ABOUT US
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
ABOUT THE MISSION
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Turbah and Al Mokha in Taizz Governorate and operational presence in Hodeidah, Lahj, Dahle, Marib and Abyan Governorates
The mission has a forecasted budget of about 13M Euros for the year 2023. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha. The mission is composed of approx. 19 expatriates and about 120 national staffs. Objectives for the mission for 2023 is to build on its Emergency Response capacity to expand in hard to reach areas, and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.
In Al Mokha, SI implements emergency and resilience WASH programs, funded by ECHO, CDCS, and SDC and Dutch MOFA. WASH activities entail water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns; and a 3-years resilience project looking for more innovative, sustainable and resilience focus wash activities. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs.
SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. After a significant scale up in financial and operational volume on the West Coast in 2019, SI is expecting to maintain a similar portfolio in the area for 2023.
ABOUT THE JOB
General objective:
- Context and security understanding and management
- Base management
- Coordination of Programmes implementation in the area
- Orientation of SI strategy in MARIB
The main challenges:
Marib is a base located in proximity to the frontline. Security management is complex and requires experience and skills. Humanitarian programming is highly pertinent given the extremely high number of IDPs (about 1.5 million) but made difficult by numerous access challenges: security-related (especially in the rural areas of Marib al-Wadi), administrative-related. SI has scaled up its presence in Marib in mid-2023 and is recently upgrading its network with authorities and humanitarian profile. The new set up of the base increases the level of challenge, as several staff are new and some procedures still need to be put in place.
Priorities for the 2/3 first months:
- Ensure leadership and expand SI’s network with authorities as well as access in hard-to-reach areas of Al-Wadi
- Ensure the adequate implementation of the current programming portfolio

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Marib town is in close proximity to the frontline, in an area that has seen fierce fighting between IRG and AA and where the risk of takeover by AA forces has been high until 2022. The rural area of Marib al-Wadi is a tribal district with a complex network of tribal affiliations and with presence of jihadi cells. The kidnapping of 2 MSF international staff occurred in August 2023. The security situation out of town remains highly complex with several threats to be taken into account. Marib town has been relatively calm since 2022, although requiring the adoption of sound security management measures and restricitons.
The base in Marib is comfortable and spacious, with individual rooms with bathroom, good outside/terrace space and gym material. Marib has supermarkets providing basic items and several restaurants. There are other INGOs with international staff in town (MSF, ACTED. ICRC). Depending on the security situation, movements to validated restaurants and out of the compound can be further restricted.
