Position Objective
The Treasury & Portfolio Management Department (TPMD), under the Vice President for Finance, is responsible for the development of treasury and cash management policies, strategies, planning, and implementation thereof, including fundraising from capital markets, investments, foreign exchange, and interest rate risk management, ensuring alignment with internal policies and objectives. These services are critical to securing the Bank’s credit rating and enables the organization to have a steady pipeline of resources to fund its programs.
This position is part of the Portfolio Management Division that is responsible for 1) managing the New Development Bank’s (NDB) treasury portfolio with the objective to ensure capital preservation, access to liquidity, and generate income, and 2) hedging transactions to minimise balance sheet risk. The team is responsible to do cash flow planning to ensure that all the liquidity requirements of the bank are met, monitor financial risks, make short- and long-term investments for the treasury portfolio, enter hedging transactions for funding deals, and assist in report writing. The incumbent will engage in the functions described above and provide assist in other functions of TPMD.
Purpose
● Monitoring and forecasting of cash flows and assessing liquidity requirements
● Conducting investment activity through managing current account positions and negotiating and executing term deposits, securities trades, repo, and other investment and hedging transactions
● Calculation risk limit utilization and identifying emerging risks
● Propose mitigation strategies for identified risks
● Trade booking on the treasury management system (TMS) and ensuring accuracy of reports from the system
● Drafting reports with quantitative and qualitative value-adding commentary
● Drafting analytical reports on portfolio positions and investment activity
● Other duties and responsibilities assigned from time to time
Engagement
● Analysing economic conditions and financial markets in relevant markets to formulate an investment view and make investment proposals
● Contribute to the process of short-term liquidity position forecasting, including liquidity structure optimization and daily forecasting of liquidity ratios
● Contribute to the design, testing and implementation of TMS, Straight Through Processing and control environment. Identify opportunities to streamline existing practices
● Work in collaboration with the lending, risk, settlements, and other departments of the NDB
● Assist in design and maintenance of related guidelines
● Effective internal and external stakeholder engagement
Delivery
● Develop, maintain and run treasury management reports (Profit/loss, mark-to-market, risk ratios)
Target Skills Profile
Substantive Knowledge
● Understanding of cashflow and balance sheet management principles and techniques
● Knowledge and understanding of banking operations including loan, deposit, general ledger, and investment processes
● Advanced Excel user including VBA development
● Working knowledge and experience in SQL, Python, R, Bloomberg, and/or PowerBI will be an advantage
● Render rigorous analysis of specific project/service designs and activities
● Select project models or service offerings appropriate to client needs and utilizes standard approaches that require limited adaptation and consistent with well-defined program objectives
Communication Skills
● Demonstrated skill gained through exposure in presentation/promotion
● Communicate inputs and insights to team that enables the integration of work outputs as part of a coordinated service EXTERNAL
● Engage clients to ensure comprehension of needs and builds understanding of project/service delivery standards
Execution Skills
● Proven experience in and ability to execute interest rate and currency trades, and related derivatives, including amongst others, interest rate swaps and cross currency swaps
● Knowledge of base accounting rules and standards
● Familiarity in dealing with risks and explain P/L
● Ability to manage multiple work demands and effectively prioritize workload
● Ability to work in a multi-cultural work environment fostering a climate of teamwork and collaboration
● Deliver outputs in a manner consistent with standard timeframes to support the work of others and meet client needs in standard conditions
● Deliver outputs which are consistent in quality and relevance to client
Position Requirements
● Minimum 3 years of professional experience in interest rate investment and fixed income and currency derivative trading in a multilateral development bank, private sector bank, and/or financial institution
● Master’s Degree or equivalent in a relevant professional field from a reputed university
● Relevant certification/s from globally recognized certification agencies in the related field (such as CFA or FRM) would be preferred
● Fluency in English essential to communicate in writing and speaking. Knowledge of a second language (preferably from one of the member countries) desirable
