Background:

Work with youth in the context of Tajikistan is becoming increasingly important and has seen renewed support by government and civil society partners. To match this need and following the 2024 OSCE Chairpersonship priority on ensuring that ‘youth is meaningfully engaged across the work of the OSCE’, the Programme Office in Dushanbe’s (POiD) work in all three dimensions has been growing to include youth networks and youth engagement. However, this growth across the POiD has resulted in fragmented and sometimes overlapping approaches to work with and for youth. As a result, the Office of the Head of Mission (OHOM) will work together with Human Dimension Department (HDD) to hire a consultant to analyze the POiD’s growing work with youth, make recommendations for improved coordination between projects and youth mainstreaming in general, and develop a report and recommendations to guide the work of the POiD in the area of Youth and Security for an amount of time determined by the consultant in consultation with programme staff.

 

Objective of Assignment: 

To develop a report and recommendations to guide the work of Programme Office in Dushanbe (POiD) in the area of Youth and Security.

 

Duration of Assignment:

23 working days.

 

Tasks and Responsibilities:

Under the overall supervision of the Head, Human Dimension Department, the successful candidate will be tasked with the following duties: 

  1. Drafting a report analyzing the findings from desk research and interviews regarding ongoing work in the area of Youth and Security;
  2. Conducting desk research on the work of POiD in the area of youth and Security. Conducting interviews with POiD staff to survey and research the work of POiD staff in the area of Youth and Security;
  3. Conducting desk research on the work of suggested agencies in Tajikistan in the area of youth and Security. Conducting interviews with suggested agencies staff to survey and research their work in the area of Youth and Security;
  4. Drafting a Youth and Security Action Plan  including implementation recommendations for the POiD;
  5. Presenting the report and Action Plan to POiD senior management;
  6. Incorporating feedback from presentations to POiD staff and draft a final report and action plan for the POiD. 

Deliverables:

  • Develop a draft report based on the analysis from  desk research and interviews with POiD staff and suggested agencies/partners;
  • Develop a Draft Youth and Security Action Plan for the POiD;
  • Report and Action Plan Presentation;
  • Submit final Report and Action Plan.

Necessary Qualifications:

  • University degree in International Relations or related studies;
  • Minimum of 7 years professional experience in international organizations and in the field of Strategy development;
  • Deep theoretical knowledge and practical experience in the areas related to work with and for youth;
  • Knowledge about OSCE and its practices, and standards concerning Youth;
  • Knowledge on the current situation and challenges in the area related to work with and for youth in Central Asia;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Excellent facilitation and presentation skills;
  • Proven ability to use interactive techniques;
  • Proven ability to use modern approaches to work with and for Youth;
  • Professional fluency in English;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
