Main purpose of job:
The UK’s Indo-Pacific Comms Hub supports comms colleagues working for the UK government in the region, provides strategic direction on UK government comms and offers crisis support across the region where required. The team has a vital role working with and complementing The UK Foreign, Commonwealth and Development Office’s global network of communicators based in London and at posts across the Indo-Pacific region. The team brings together specialist skills in strategic communication, media handling, digital communications, insight, monitoring and evaluation. The UK Government’s communication in the Indo-Pacific aims to demonstrate the UK’s long-term commitment to a free and open Indo-Pacific by showing the value of the UK’s reliable partnerships across the region – especially on growth, security and climate change. The Hub uses comms as a lever of policy, to advance our regional, thematic objectives and strengthen our regional narratives, including on the UK’s distinct approach, voice and offer. This is an exciting opportunity for an excellent insight and evaluation specialist to play a crucial role in the team, delivering impactful strategic communications in a geographically and culturally diverse region.
Working directly to the Deputy Head of the Hub, you will be responsible for analysing and interpreting data from a range of sources to provide actionable insights that will help shape our regional communications, as well as communications back in London HQ. You will be enthusiastic and proactive; have expertise on the use of Hootsuite, Meta Business Suite, and other social media listening tools; experience in handling survey and focus group data; and be able to translate audience insight into actionable communications advice. With an eye for emerging communications trends, you will have a passion for sharing your insight and evaluation skills with others. You will be based in British High Commission Singapore. You should also expect to travel, with the possibility of travel across the region and to the UK.
Roles and responsibilities / what will the jobholder be expected to achieve?:
- Provide clear audience insight to help inform and design strategic media and digital communications plans, working collaboratively with communications teams based in missions across the Indo-Pacific region.
- Working closely with the Hub’s digital content manager, work to coordinate the delivery of digital government communications.
- Produce data-driven, comprehensive evaluation reports of the various communication activity in the region and provide analysis to help teams finetune future plans.
- Create and maintain dashboards to track communications activity and provide advice on the latest digital metrics to monitor performance.
- Develop benchmarks for our communications activity to help teams in the region and the team in London gain better insight into our audiences.
- Work with other insights and evaluation officers in the overseas network to align performance metrics, using these to inform wider communications strategy.
- Identify and share best practice from other comms teams through monthly internal communications products.
- Be a point of contact for colleagues in the region who need advice on insights and evaluation, being able to provide relevant advice and training on this topic.
- Be responsible for the Hub’s forward look, gathering updates from teams across the region, spotting hooks for comms activity and issuing the product across the network. You will also feed into our monthly comms product, sharing insights to communicators across the network.
- Support crisis comms taking part in shifts where needed including remotely for crisis shifts in London.

- At least three years professional experience in media, communications or PR, with insight and evaluation skills.
- Excellent understanding of digital performance metrics including sentiment analysis to support with detailed evaluations and quick monitoring snapshots.
- Proficiency in the use of Hootsuite, Meta Business Suite.
- Up-to-date knowledge of the latest trends in consumer behaviour and data in the media and digital space.
- Excellent interpersonal and communications skills, including stakeholder engagement skills to build credibility with senior government/business representatives as well as colleagues within the UK government network.
- Experience of organising and delivering campaigns evaluation.
- Excellent organisational and self-management skills to respond effectively to tight – and changing – deadlines and priorities.
- Sound knowledge of MS Office and project management tools.
- The ability to learn quickly and work with a high degree of autonomy.
- A positive “can-do” attitude that can see way through challenges as the team’s remit develops.
- Evidence of research to inform communications advice and of using evaluation to learn lessons and improve communications.
- The ability to build and maintain networks with counterparts in other organisations.

Working patterns:
Normal working hours are 37.5 per week: 8:30AM to 5:00PM from Monday to Friday. The team operates a ‘core hours’ policy of 10:30AM to 2:30PM with individual flexibility around that.
British High Commission Singapore supports and promotes flexible working as a crucial part of our inclusive offering. Our current policy allows for staff to work from home for up to 40% of their working week, subject to line manager agreement.
In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
