Who are we?
The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an Estates Compliance Officer.
Main purpose of job:
The Compliance Officer will join a growing team at the British Embassy in Kyiv and will contribute to strengthening UK–Ukraine diplomatic relations. In particular, the Compliance Officer will support the Estates Manager in the compliant selection and management of residential properties, delivering excellent customer service efficiently and ensuring value for money in accordance with Estates, Security and Network Directorate (ESND) guidance and audit requirements. The Compliance Officer will be expected to deliver results both individually and through leadership.
Roles and responsibilities:
- Under supervision of Estates Corporate Services Manager work on the Official Properties (Office, Residential accommodations – approx. 70 properties, and other ground facilities), ensuring H&S and Fire safety compliance across: Electricity, Gas, Water, Lighting, Glass and Glazing, Ventilation, Asbestos, Lifts, Fuel storage and Standby Generators, Gardens and Grounds, Pest control, Swimming pool, Fire and other Hazards;
- Proactively seek information, resources and support from the Regional Technical Lead and others outside own immediate team to create a safer working environment. Prepare and implement H&S Improvement Plan to raise safety compliance in the Office, the Residence and Residential properties. Take responsibility for the quality of own work and seek continuous improvement through professional development in Facility management and H&S;
- Create and maintain Technical Profiles for Owned and Leased Properties including the Embassy building, ensuring H&S documentation is accessible and clearly presented for management and inspectors. Being able to digest technical information, produce H&S reports, and provide advice to support Corporate Services Manager and colleagues in making informed property management decisions (lease, extension and disposal);
- Apply strong knowledge of updated FCDO H&S policies and requirements for office and residential accommodation, providing advice on property compliance on required improvements to meet UK H&S standards. Conduct H&S assessment of new and existing properties, identify potential hazards, recommend mitigation, and engage with landlords to negotiate and oversee remedial works. Clearly explain recommendations and, where needed, develop business cases and seek advice from ESND experts;
- Overview the Planned and Preventive Periodic Maintenance Schedule (PPM; monthly, quarterly, and seasonal checks and works) across official properties and guide maintenance team members to its timely implementation in line with H&S policy and FCDO best practice. Identify opportunities for improvement and contribute ideas constructively. Plan expenditures for PPM and H&S activities and complete Budget Forecasting Spreadsheet, with clear cost breakdowns;
- In cooperation with the Corporate Services Manager, oversee maintenance requests and support the maintenance team where required. Proactively identify solutions or escalate as appropriate. Seek customer feedback and identify areas for improvement;
- Brief staff on workplace and accommodation H&S (including hygiene, ergonomics, fire safety and water safety risks). Lead on arranging activities aimed to raise staff awareness and H&S compliance (e.g. reminder letters, presentations, sample testing etc);
- Line-management at least two technicians. Take ownership of team management and development, identifying capability needs and ensuring completion of mandatory training (Hygiene Standards, Storage of Hazardous Substances, H&S at work, working at height, working with electrical equipment, gas installations etc);
- Updating property databases, including but not limited to the H&S, fire safety and other technical and maintenance details;
- Provide cover for the Estates Manager, Accommodation Officer and Maintenance Supervisor during absences;
- Support and contribute to wider projects, activities, and initiatives in the Corporate Services and across wider Embassy (e.g. Post Housing Committee, Health and Safety Committee, Dacha Committee etc.).

Our Ideal Candidate demonstrates:
- Proficient user in both written and spoken English and Ukrainian (C1 level according to the Common European Framework of Reference for Languages*);
- A Bachelor’s degree in labour protection, property management, technology, or a related field, or equivalent professional training/certifications;
- A minimum of 2 years’ experience in a relevant operational or technical environment, such as health & safety, technical compliance, facilities support, maintenance coordination, customer support, or property-related roles;
- Knowledge and understanding of accommodation compliance reporting and recording processes;
- Strong IT skills, particularly in Outlook, Excel, Teams, and other MS Office tools;
- Confident user of office equipment;
- Demonstrated resilience and emotional intelligence, with the ability to work under pressure in a fast-changing environment;
- Strong organisational skills and attention to detail;
- Excellent communication skills;
- A valid Category B driving license.

Nice to have:
- Experience in Estates or Customer Service roles, including direct involvement in property management, handling maintenance requests, and liaising with occupants or contractors;
- Experience working with compliance reporting systems or Integrated Workplace Management Systems (IWMS) or similar tools;
- An analytical mindset;
- Experience in supporting or managing budgets;
- Previous experience in managing a small team (2-5 members).

This is a full-time, permanent contract, for 40 working hours per week including 1 hour per day for lunch.
The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.

Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
