Main purpose of job:
The British Government’s Embassy in Washington, DC is offering an exciting opportunity to join HM Revenue & Customs (HMRC) Fiscal Crime Liaison Network (FCLN) as a Liaison Support Officer. This is a meaningful role which supports and further develops the special relationship between the UK and the US.
HMRC is the UK’s tax, payments and customs authority, and we have a vital purpose: we collect the money that pays for the UK’s public services, help families and individuals with targeted financial support and provide the property valuations that support taxation and benefits. We do this by being impartial and increasingly effective and efficient in our administration. We help the honest majority to get their tax right and make it hard for the dishonest minority to cheat the system.
The FCLN is the international arm of HMRC’s work to tackle the dishonest minority. The FCLN posts Fiscal Crime Liaison Officers (FCLOs) overseas to work closely with international partners to reduce the threat to the UK from fiscal crimes such as offshore tax evasion, tobacco smuggling and money laundering. The FCLOs in Washington, DC manage this relationship with the USA and Canada. The FCLN Regional Head of the Americas & the Caribbean is also based in Washington, DC.
As a Liaison Support Officer, you will provide essential support across the team. Reporting directly to the Liaison Support Manager you will help provide insights and analysis to key UK stakeholders about the impact of the US system on HMRC. You will support the FCLN Washington DC team to connect with people and teams across the US and Canada ensuring that we are well placed to deliver HMRC’s objectives. You will be an important interlocuter for the team within the British Embassy Washington and lead on all corporate issues including the management of finances, budgets, events, diaries, vehicles, travel and meeting schedules.
The ideal candidate will be a strong, approachable communicator and be able to build relationships with a cross-section of people. They will be comfortable working in an environment where priorities can change at short notice and be able to operate in a highly organised way.

In this role, you will be part of a dynamic international environment spanning the British Government’s extensive network across the United States and the United Kingdom, which includes the Embassy in Washington, the UK Mission to the United Nations, multiple Consulates, and other Government Offices—comprising over 900 staff and supporting the work of approximately 30 UK government departments and agencies.
Roles & Responsibilities:
- Lead on the planning and organising of visits from HMRC colleagues at all levels (from working to senior official) to the USA and Canada.
- Lead on planning of events on behalf of HMRC, working with the British Embassy Washington Law Enforcement and Criminal Justice Platform and wider Embassy teams.
- Managing all corporate elements of the Regional Americas & the Caribbean team including budgets, finance and assets (including vehicles). You will work closely with British Embassy corporate services teams and the FCLN network resources team in the UK.
- Management of calendars, diaries and travel across the region, providing support to Regional Head and FCLN Team in DC/Miami as required.
- Coordination of FCLN weekly and monthly meetings, including Actions Tracker and Activity Tracker.
- Support the Regional Head to draft insightful written updates to senior stakeholders across HMRC about the work of the team and opportunities to engage the US system.
- Coordinate requests for briefing on behalf of the Regional Head, gathering relevant information from the wider team to provide draft responses to meet key deadlines.

Essential Qualifications:
- Good written and verbal communication skills with experience in communicating with senior stakeholders.
- Strong IT skills with the ability to use all Microsoft Office applications to enhance productivity and efficiency. A willingness to continuously build your IT proficiency is essential.
- Proven time management skills and the ability to prioritise and meet deadlines under pressure.
- The ability to work and build relationships across team boundaries.
- Experience of office administration including managing calendars and inboxes.

Core Hours/Hybrid Working
While many jobs in the US Network are able to offer flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.
Employees will be expected to work from office full-time.

Working Pattern:
This role cannot be undertaken at home. The role also includes the need to work some evenings and weekends in support of HMRC and wider HMG aims. Notice will always be given of evening or weekend working.

Unique Tax Rules
Please note that the tax arrangements imposed by the US on staff working for foreign governments, as well as those imposed by the UK Treasury on British and dual nationals working for the UK Government overseas, are atypical. The UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. Instead, a US taxpayer is required to file taxes as if they are self-employed, and a FICA allowance is granted for those required to pay the employer contribution. Certain categories of staff (for example dual UK-US nationals and some visa holders) who work at Consulates General are not subject to US taxes. For those not subject to US taxes the UK Government reduces gross pay to a level broadly equivalent to taxed net pay. There are also social security implications for dual UK-US nationals. Please keep all this in mind when looking at the salary and the benefits package.
