Admin and Security officer – Ninewa
World Vision International is a Christian relief, development and advocacy organization dedicated to working with children, families and their communities worldwide to reach their full potential by tackling the causes of poverty and injustice. World Vision – Iraq Office is looking for a highly qualified and motivated person for the position of Admin and Security officer – Ninewa.
PURPOSE OF POSITION:
To establish, manage and coordinate administrative functions for the World Vision office in Ninewa according to World Vision standards, policies and procedures in order to ensure a smooth running of the office Supervise the office and centers cleaner(s) and administration assistant, if one is employed.
In addition, the position holder will require to act as a point of contact for all safety and security related incidents, providing immediate input, support and coordination.
To support the security coordinator in ensuring that effective security measures for the Response Office programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an
organizational culture and practice of safety and security. Act in capacity of NSC in his/her absence.
MAJOR RESPONSIBILITIES:
Administration:
- Design, implement and oversee the maintenance of administrative / filing systems for the efficient functioning of the office.
- Provide administration support to all departments and projects as needed.
- Organize, manage, and oversee the maintenance of office support services including secretarial, data processing, housing, and office equipment purchases, building services and hospitality to visitors.
- Ensure all documentation is appropriately filed according to World Vision standards.
- Ensure assignments for staff’s accommodation are done and communicated.
- Ensure that utilities are available and working properly in the office, warehouse, and centers.
- Assist with the preparation of the annual Administration Department budget.
- Ensure there are adequate office supplies available for the staff.
- Managing the Petty cash
- Attending and participating in all GOV meetings as needed.
- Support Admin in asset management for Ninewa office.
- Represent WV in the Government departments and ministries in Ninewa.
- Processing government request letters
- Act as SC SME for Ninewa area.
- Assist Support Service units as requested/needed in Ninewa.
- Supervise cleaners in Ninewa office and centers.
- Perform any other tasks as required by the Supervisor.
Security/safety:
- Act as a point of contact for all safety and security related incidents, providing immediate input, support and coordination during and post incident.
- Build ongoing networks and represent WV at local NGO security network meetings in Baghdad and ensure information from these groups is disseminated to relevant staff.
- Conduct and provide input in terms of security assessments as requested/required.
- Be the focal point for coordination with local security authorities related to incident management but also for compliance with local laws and regulations.
- Assist NSC in Implementing the Response Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the Zonal Offices are appropriately supported.
- Ensure Security Risk Assessments, Context Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training.
- Provide technical leadership/matrix management of the security focal points in Zonal area of responsibility
- Work with the NSC to carry out Security Risk Assessments as required/directed.
- Ensure Zonal Context Risk Ratings are established and updated as required.
- Ensure Core Security Requirements are implemented in line with Context Risk Ratings for each office within area of responsibility.
- Provide input and support to management in crisis situations and critical incidents.
- Conduct security investigations when required.
- Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
- Build ongoing networks for sharing security information and coordination.
- Coordinate the assessment, development and implementation of the response office capacity building plan for security management based on local security risk assessments.
- Seek to develop a culture of security awareness and monitor staff compliance.
- Provide a regular security report to the NSC.
- Ensure that all security incidents are reported in accordance with WV Security Policy.
- Conduct performance reviews of the field-based security focal persons.
- Collect, analyse and disseminate security information appropriately.
Qualifications & Preferred Skills
KNOWLEDGE, SKILLS AND ABILITIES:
- Experience in working in administration department.
- Experience in working in an emergency relief setting is desirable.
- Verifiable and proven experience working in safety and security role
- Fluency in local languages.
- Good English communication skills, both oral and written.
- Good communication skills, local language(s)
- Thorough knowledge of MS Office.
- Working experience in support service roles.
- University degree in business or similar achievement and/or extensive work experience in administrative fields
- Must be a self-starter, pro-active and excellent at multi-tasking.
- Strong and demonstrated knowledge of administration principles.
- Excellent organizational and coordination skills
- Must be able to work under pressure
- Good understanding of World Vision administration and security standards
- Must have cross-cultural sensitivity, flexible worldview and emotional maturity
- Ability to work in and contribute to a team building environment
- Good physical and mental health in order to perform adequately the corresponding duties
- Be flexible to work long hours beyond working hours
- Ability to work in a multicultural environment
- Adherence to security protocols

- Fluency in English and local languages
Travel and/or Work Environment Requirement
- Office environment: typical field based.
- Travel: Domestic travel is required.
- On call: During normal working hours unless there is an emergency.
