MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:

  1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships.
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

OBJECTIVES OF THE POSITION

Reporting to the Country Manager NWS, the project manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. Globally, s/he is responsible for implementing his/her project. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization.

Specifically, s/he participate in programme coordination meetings or other meetings on the initiative of the Hub Manager or Director WoS. S/he represent HI within targeted external or internal technical fora and workshops. Then, s/he contribute to all aspects of the programme.

  • Coordination with Stakeholder, Project Managers, Project Officers, Support units and Partners

MAIN RESPONSABILITIES

1: Management (short-term)

Replaces the Hub Manager during their absence (when no other resource is available at hub level) or ensures gap filling (as per standard CM Job Description)

Acts as Emergency Opeations Manager or other senior management role during the initial stages of an emergency, in support to the Hub Manager and the hub team (as per specific delegation by the Hub Manager)

On an ad-hoc basis, in agreement with the WoS Director, acts on behalf of the Hub Manager on certain subjects in his absence

2: Contribution to the mission’s operational strategy and HI frameworks & regulation.

A: Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring, in liaison with Hub Manager.

  • At the drafting stage: evaluates ongoing projects, contributes to context and sector analysis and the M&E framework.
  • Annual monitoring of the StratOp: performs the monitoring of the operational and sectorial progress
  • Contribute to deployment and capacity building with regards to project management, operations management, emergency response (in close link with Emergency Division), partnerships
  • Supports the Hub Manager in the organization of regular coordination meetings

B: Contributes to the implementation of the project part of the programme’s operational strategy, including fundraising:

  • Designs and implements needs assessments and sectorial analysis, to inform projects’ design and the overall mission’s operational strategy, in coordination with the Syria technical head of program (THoP).
  • Supports operational staff about project’s deliverables (methodology, approach, capitalization, communication support, data Analysis …).
  • Support project managers and base manager to develop exit strategy principles and implementation
  • Coordinate and support project managers for the project design
  • Contributes to the fundraising strategy defined in the programme’s operational strategy:
  • Within the operational framework defined in the StratOp, when delegated by the Hub Manager, identifies and transforms specific funding opportunities in the country, conducts (with THoP) the design and drafting of new projects (NWS hub scope) and contributes to the design, drafting and fundraising of major multi-hub projects (under the responsibility of the THoP).
  • When delegated by the Hub Manager, in liaison with the Syria technical head of program (THoP), identifies and develops local partnerships and/or consortia with NGOs, institutions and companies on technical priorities or important topics in the hub/region.

C: Ensures the quality of partners’ relationship involved in projects

  • Define a partnership strategy according HI framework and regulation, including the partnership strategy under the StratOp
  • Manage the due diligence process
  • Validates the partnership agreements with local partners, based on HI’s processes and requirements
  • Supports operational staff about strengthening and self-sufficiency of the partners.
  • Develop and follow the mapping of stakeholders

D: Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and standards.

  • Responsible for carrying out of safeguarding assessments of the projects and monitoring the implementation of the annual action plan
  • Responsible for supporting and monitoring compliance with PME and Project Quality Framework, including accountability process for affected populations
  • Support the monitoring of the implementation of the DGA policy and action plan, including development protocols for referrals, including agreements with other organizations
  • Coordinate and support the implementation of internal investigations on specific PSEAH, fraud, or HR abuse cases, when required by the Hub Manager.
  • Facilitate when relevant communication and coordination amongst referents for the Hub and coordination (Specialists, Shared services, etc.)
  • Animate regular or ad hoc information and coordination meetings
  • Ensure appropriate share of information, clarity of roles and responsibilities and alert the Hub Manager if needed

E: Ensures monitoring of projects in the mission:

  • Ensures the proper planning of induction phases, projects inceptions and organisation of kick-off workshops
  • Attends and supports staffs about the preparation of the projects’ reviews and monitors the implementation of the recommendations

F: Reporting

  • Reviews donor reports and coordinates the submission to donors
  • Support, as requested, the drawing up reports with PM and BM
  • Reviews internal reports or for HQ when required
  • Ensures an operational action plan and feed-back are in place
  • Focal point and in charge of PSquare

2: Representation

When delegated by the Hub Manager, he/she acts as representative in the hub for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This includes:

  • Communications and advocacy actions on behalf of HI, in liaison with the Whole of Syria country director
  • Representation of HI vis à vis pre-defined local, national, traditional, political, military and diplomatic authorities and bodies, as per the delegation by the Hub Manager.
  • Representation of HI vis à vis pre-defined international organizations and coordination mechanisms & systems, as per the delegation by the Hub Manager.
  • Negotiation and monitoring of pre-defined operational partnerships, in support of the Project Managers

REQUIREMENTS

Education and experience:

  • At least 3 years as project manager with an INGO.
  • Good knowledge of HI, as organization.
  • Preferred – Master’s degree or Certified PMP.

Interpersonal Skills:

  • Capacity to work in autonomy

  • Ability to respect deadline and work under pressure
  • Very good analytical skills
  • Positive personality, with strong communication skills and orientation towards solutions.
  • Adaptability, flexibility.
  • Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL

Managerial Skills:

  • Strong capacity in proposal writing
  • Very good reporting skills
  • Good understanding of inclusion and some technical sector of HI
  • Strong capacity in representation and relationship

Language:

  • Fluency in English language (oral and written)

JOB CONDITIONS

  • Remuneration: according to HI salary Scale
  • Expected Starting date: September, 2024
  • Duration/ Type of contract: 1 Year (renewable)
