General scope of the position:
The Biomedical Project Manager is responsible for the timely and quality implementation of the project activities, ensuring all-time compliance with CDE’s, processes, national and international standards along with donors’ contractual obligations.
Essential duties and responsibilities:
- Lead the project management team:
- Ensure follow up on the technical assistance in:
- MEP (Mechanical, Electrical, Plumping and Medical gases)
- CMMS (Computerized maintenance management system) for medical equipment.
- Waste Management System
- Infrastructure works related to healthcare facilities.
- Biomedical support and medical equipment training
- Anticipate the needs for the development of donor’s administrative files.
- Participate in the follow-up of the work of the various trades involved in the project.
- Control the quality and technical requirements of the project and ensure compliance with the healthcare facilities’ international standards.
- Participate in the coordination of synthesis studies.
- If a re-evaluation/modification is needed, provide technical description and cost estimation in anticipation of the continuation of the project and mitigation plan.
- Share relevant information with the Head of Mission, CDE team in Iraq and in the headquarters.
- Manage and monitor the progress of the various milestones set in the general contractor’s contract.
- Monitor activities and their progress against the initial schedule, contribute to the collection of indicators and anticipate possible changes or delays.
- Perform regular field visit(s) to ensure the quality and timely progress of the project.
- Responsible for the coherence and synergies among activities where possible.
- Lead the revision and creation of tools and processes to ensure program quality implementation in collaboration with CDE relevant departments.
- Pro-actively proposes to the Head of Mission re-adjustments of the projects based on documented changes of context, challenges, gaps, weaknesses, lessons learnt and best practices.
- Ensures CDE’s team stays abreast of the current project, direct them towards achieving the program goals and objectives.
- Anticipate and timely alert for any challenge.
- Collaborates with the Financial HR department to identify needs and ensure effective and timely program management (budget follow-up as budget holder of program lines, etc.).

- Collaborates with Logistics and Security department to identify needs and ensure effective and timely program management (RCE, PPP, suppliers’ selection, etc.)
2-Initiate the procurement strategy of MRCC required medical equipment:
- Expand the current needs assessment conducted for the entire MRCC hospital (equipment, technical, training, maintenance, consumables, etc.).
- Participate in the definition of a purchasing strategy with the MRCC staff, EF procurement team and HQ based biomedical team for procurement of required new equipment.
- Participate in the elaboration of the technical specifications of each equipment in collaboration with the HQ based biomedical team.
- Evaluate the costs for the bio-medical equipment and furniture.
- Plan medical devices purchase in agreement with the MRCC staff, EF and HQ based biomedical team.
- Anticipate the implementation of heavy equipment investments.
- Participate in the pre-project approach: activity study, technical prerequisites for installing equipment, fluid networks, water network, etc.
- In collaboration with the HQ based biomedical team, analyze the biomedical local market in Iraq.
- Define and support the maintenance approaches and programs for rehabilitation of existing and new medical equipment.
3-Participate in the procurement process until full installation:
In coordination with the MRCC staff, EF, CDE Logistics and CDE (HQ based) biomedical team:
- Provide direct support to the MRCC staff in the procurement of the required biomedical equipment (laboratory, Radiology, Cardiology, Endoscopy, Urology & Nephrology, Radiotherapy, gamma Camera, Chemotherapy, Neurology, Infertility and Genetics) and medical furniture. This requires supporting the procurement process from contracting to delivery.
- Animate the interface and suggest lines of negotiation with selected suppliers.
- Ensure the compliance of the delivery with the agreed-upon contract with the suppliers.
- Interact with suppliers in the context of equipment commissioning.
- Support suppliers in the preparation and installation of new equipment until post-installation monitoring.
- Control the security and compliance of equipment installations and perform required tests.
- Provide demonstrations and train future users with the support of the selected suppliers.
- Inform CDE in the event of non-compliance with the delivery timeline or with the contract and propose penalties.
- Monitor supplier invoicing and payment in terms relating to the technical aspect.
- Participate in the handover process upon request to the MoH (inventory, tagging, transfer of ownership form, transfer of guaranty, etc.).
4-Participate in the biomedical service quality approach:
- Write regular technical reports for CDE head office team and draft donor reports.
- Fill in the GMAO with all equipment.
- Secure the exploitation and use of equipment.
- Contribute to the conception of the biomedical maintenance policy and its implementation in MRCC hospital.
- Contribute to the optimization of the biomedical technical platform, the definition of the strategy in medical technologies and planning of internal and external preventive maintenance of medical equipment and furniture.
- Support the MRCC in managing and resolving emergency situations related to biomedical equipment.
5-Provide an advisory role and support for CDE program department, as requested by the HoM:
- Participate in complementary studies and elaborate technical answers in collaboration with CDE’s Iraq program office team: methodological notes, technical argumentation notes for any potential new projects to be developed by CDE in Iraq.
- Participate in monitoring missions, explo-missions, write analysis reports in Biomedical engineering’s aspects.
6-Reporting
- Submits internal reports on program achievements, as per needs.
- Leads the preparation and writing of donors’ reports (including annexes, etc.).
7-Partnership and networking
- Manages the existing partnerships and is pro-active in identifying new ones where relevant.
- Reviews partners’ deliverables, in close collaboration with the other departments (financial reports, requests for payments, etc.).
- Develops and maintains good relationships with other relevant field stakeholders.
- Participates actively in coordination meetings and thematic working groups where relevant, and in collaboration with the Medical and Liaison departments.
8-Others
- Leads the communication/visibility aspects of the project, where relevant.
- Supports in the preparation and conduction of audits as regards the programmatic aspects.
- Is responsible to ensure timely and adequate archiving and institutional knowledge as regards the project managed.
- Lead the monitoring, evaluation, accountability and learning aspect of the healthcare project where relevant.
- Contribute to proposal writing and amendment endeavors.
- Any other reasonable tasks as requested by the line manager.
Qualifications & Preferred Skills
Qualifications:
You have at least 3-5 years of successful work experience in Biomedical engineering (new construction and renovation projects ), in dealing with all trades, with real field management skills.
A solid experience of at least 3 years in project and team management with supervisory role is required in INGOs,
Training and diploma:
Minimum Bachelors in Biomedical Engineering, Biomedical Electronics Engineering, Public Health Engineering.
PMP is added value
Required skills:
- Knowledge in maintenance of medical equipment.
- Technical knowledge on medical devices (automated biological analyzer, operating theatre, resuscitation, …), medical fluid networks, electrical networks, air management, knowledge in electronics.
- Demonstrated project management skills.
- Skills in purchasing techniques, negotiation skills.
- Rigour, analysis and synthesis capability
- Excellent organisational skills
- Demonstrated capacities to work with colleagues
- Knowledge of the functioning of international NGOs
- Computer proficiency in Microsoft Office Package
- Patience, flexibility and capacity of adaptation
- Good interpersonal skills
- Stress management, ability to manage fatigue and set limits
- Adherence to humanitarian principle and CDE’s code of ethics
Languages:
Good verbal and written communication skills in English and Arabic. & Kurdish is added value
