1. CONTEXT/INTRODUCTION
DG AGRI manages an extensive portfolio of Information Systems that support the core business activities of DG AGRI. These Information Systems are mainly specific to DG AGRI since they support the management of the Common Agricultural Policy (CAP) performed by the Directorate-General. The CAP Information Systems cover a wide range of business areas such as Strategy & Policy Analysis, Sustainability of the EU Agriculture, CAP Strategic Plans of Member States, International Relations in Agriculture, Agricultural Markets, Financial Management of Agricultural Funds, Assurance and Audit, Agricultural Legislation and Geographical Indications. The assignment to Information Systems may change over time, according to the needs.
2. DESCRIPTION OF THE TASKS
The tasks are related to the conception, development and maintenance of the CAP Information Systems and are in accordance with the nature of the tasks for the requested profile as defined in the Annex I of the Call for Tenders’ Service Requirements and Service Level Agreement. The Contractor’s service provider will execute the contract under the official agile Project Management Methodology of the European Commission (“PM²-Agile”) that DG AGRI uses in order to monitor the deliverables. The Contractor will make provision in order that the service provider does not consider the implementation of that monitoring as direct orders given by the European Commission.
3. LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years (IT relevant studies or not).
4. KNOWLEDGE AND SKILLS
The knowledge and skills that are required for the performance of the tasks are listed in the description of the profile in the Annex I of the Call for Tenders’ Service Requirements and Service Level Agreement. The Location of service delivery will be Brussels. Therefore, in accordance with the Service Requirements and Service Level Agreement, Contractor’s candidates must be fluent in English. French is an asset. Documents will be written in English.
5. SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
• At least 4 years of experience of experience with one Agile software development methodology (min. 2 competence level 4)
• At least 4 years of experience with Business Process Modelling: BPMN or UML (min. competence level 3)
• At least 4 years of experience with one Business Process Management software/workflow system like Camunda, Oracle BPM … (min. competence level 3)
• At least 4 years of experience with Atlassian Jira (min. competence level 3)
• At least 1 year with one wireframing tool (for instance, Atlassian Balsamiq Wireframes …) to visualize UI ideas (min. competence level 3).
