Overview

  1. BACKGROUND

Central Equatoria, particularly Juba and its outskirts, continues to face humanitarian and development challenges driven by population movements, localized tensions, and livelihood pressures, which strain local institutions and social cohesion. In this context, Police Community Relations Committees (PCRCs) play a critical role in promoting community security, mediation, crime prevention, peaceful coexistence, and trust between communities and the South Sudan National Police Service; however, limited resources and livelihood opportunities, particularly for women and youth members, continue to undermine their effectiveness and sustainability, highlighting the need for integrated capacity-building and economic empowerment support.

UNDP seeks to partner with a qualified CSO, NGO, or CBO to strengthen the livelihood capacity of PCRC members and other peace ambassadors, particularly women and youth, in Juba (Jebel Dinka, Joppa, and Lologo). This intervention aims to enhance justice institutions, community security, peaceful coexistence, and respect for human rights in Central Equatoria State through effective and sustainable community involvement. Eligible organizations must have an existing presence in the respective state and may apply for only one state.

  1. OBJECTIVES

The key objective of this Request for Proposals (RFP) is to identify one implementing partner whether a Civil Society Organization (CSO), National Non-Governmental Organization (NNGO), or Community-Based Organization (CBO) with operational presence in Central Equatoria State to empower women and youth as peace ambassadors, paralegals, and justice actors, including Police Community Relations Committee (PCRC) members. The selected partner will enhance participants’ entrepreneurial skills and provide business start-up kits to strengthen their livelihood capacities, thereby enabling their effective and sustained engagement in community security and peacebuilding initiatives through the following key activities.

Mandatory Documents as attachment to Call for Proposal submission:

–       Valid Certificate of registration with RRC

–       Valid Certificate of operation at state level with RRC

–       Organizational structure 

–       Constitution

–       Detail banking information of bank letter head paper

–       At least two lates statement of count

–       CVs of key staffs

–       At least two reference letters from any donor on letter hand paper

–       Copy of Micro assessment report

–       Copy of recent audit report

–       Copy of constitution
