Project Overview
Catholic Relief Services (CRS), in partnership with Caritas Cuba, is implementing a multi-sector emergency response to support vulnerable households across Cuba. The project focuses on delivering essential assistance in food security, water, sanitation and hygiene (WASH), and basic shelter and non-food items (NFIs). The program prioritizes households with the greatest needs and is delivered through local Caritas structures to ensure effective, community-based implementation. Activities include food distributions, hygiene support, and targeted shelter improvements in select areas.
The project emphasizes efficient delivery, accountability to participants, and practical monitoring approaches adapted to the local context. Through this effort, CRS and Caritas aim to help households meet immediate needs while strengthening the capacity to deliver timely and well-coordinated assistance.
Job Summary
The Finance Manager is responsible for ensuring a high level of resource stewardship, strict financial accountability and financial risk management while promoting the effectiveness and robustness of humanitarian response programming in Cuba and relevant partners’ financial management systems, processes, and practices in support of high-quality programs serving the poor and vulnerable. The incumbent will anticipate and manage financial service needs and delivery challenges and identify and implement improvement solutions as needed to minimize CRS and partners’ exposure to financial risk.
Roles and Key Responsibilities
- Develop, implement and manage financial processes in accordance with policies and local laws.
- Provide proactive service delivery, advice, and support to managers, staff, and subrecipients in relation to managing the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring efficiency and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.
- Provide direction and coordinate effective budget development and management (Annual Program Plans and project budgets). Ensure accuracy and consistency of financial data and safeguarding of resources.
- Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting. Responsible for the maintenance of supporting documentation and ensuring it’s stored in a reliable and easy to follow audit trail.
- Lead the preparation of accurate financial data, analysis and projections and support leadership in interpreting data for decision-making and effectively managing financial risks.
- Effectively manage the finance team. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
- Oversee the performance of accurate reporting procedures and timely submission of reports to relevant stakeholders (COP and program managers, Regional Office, HQ/Finance, donors, etc.).
- Lead assessments of staff and subrecipients’ financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact. Provide support and accompaniment to partner finance staff as needed, including orientation and guidance on donor financial management policies and procedures.
- Lead efforts to close audit financial management findings in a timely and sustainable way.
Basic Qualifications
- Bachelor’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
- Minimum of 6 years’ experience in a similar position.
- Substantial budgeting, budget/expense analysis, and accounting experience.
Preferred Qualifications
- Master’s degree in related field with a focus on Accounting.
- A professional certification in Accounting or a related field.
- Experience in an International NGO.
- Experience with and knowledge of the relevant public donors’ regulations.
- Experience with financial reporting software.
- Experience managing a team of finance professionals.
- Management experience in Latin America and the Caribbean is highly desirable.
Knowledge, Skills and Abilities
- Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications.
- Strong experience presenting and facilitating trainings on financial management topics.
- Knowledge of local tax and regulatory reporting procedures.
- Excellent analytical skills with ability to make sound judgment and decisions.
- Very good planning, monitoring and organizational skills.
- Ability to act ethically in accordance with recognized professional and organizational codes of ethics.
- Ability to leverage a proactive, resourceful, solutions oriented and results-oriented mindset.
- Ability to work collaboratively.
Required Languages: Fluency in English and Spanish required.
Travel: Must be willing and able to travel up to 30%.
