Background information:
The Aden intra urban roads project aim is to restore road access to critical infrastructure & vulnerable urban communities including the IDPs in Aden in support of humanitarian & reconstruction efforts in Yemen, considering climate resilient & gender responsive design approaches. The objective of this project is in line with the following strategies because roads are priority “enablers”:
- Sustainable Development Goals (SDGs) 11 – Sustainable cities & communities: Make cities & human settlements inclusive, safe, resilient & sustainable.
- United Nations sustainable development cooperation frameworks 2022 – 2024 outcome 3: By 2024, people in Yemen, especially women, adolescents, girls & those at risk of being left behind, become more resilient to economic shocks by increasing their income security & access to decent work.
- Humanitarian response plan for Yemen (2023).
The project comes as enabler to 2023 Yemen humanitarian response plan strategic objectives which indicate that “strategic objective 2: Improve the resilience of crisis affected vulnerable people of all ages, women, girls, men & boys, through increased safe, dignified & adequate access to multi sectoral response & durable solutions.”
Outcome:
- The expected outcome of the project is to enhance access to public social services buildings & commercial facilities by providing climate resilient road access to vulnerable people of Yemen, especially women, adolescents, girls, persons with disabilities & others at risk of being left behind.
Outputs:
- Total 3.6 km selected intra urban city roads are rehabilitated to be accessible for users & facilitate people’s access to critical services such as schools, hospitals & other public utilities.
- Access to 1,424 public social services buildings & commercial facilities is enhanced.
- Approximately 20.0% to 33.3% (0.2 – 5.8 minutes) of time for travel is reduced.
The proposed target roads are intra urban road(s) in the selected locations in Aden city. These are also lifeline roads connecting the centres of these cities with other cities, districts & governorates. The total length of these roads is 3.6 km serving over 1,424 public buildings & commercial facilities (i.e. schools, health facilities, airports, seaports & market public places). These proposed roads / locations will complement the ongoing road interventions under our client implemented Yemen Integrated Urban Service Emergency Project (YIUSEP II) & funded by the World Bank.
Role Objectives
Under the supervision of the Project Manager, the Civil Engineer shall provide professional, technical, operational & administrative assistance throughout the process of maintenance & rehabilitation of urban transport infrastructure in Aden. Specific responsibilities & duties include, but not limited to, the following:
Stakeholder management:
- Liaise with project stakeholders such as Road Management Fund (RMF), Ministry of Public Works & Highways (MoPWH) on project related matters.
- Review the designs & other proposals prepared by the stakeholders & provide constructive comments, before these are shared with our clients design review team.
- Participate in site visits with the stakeholders where necessary to supervise project activities to ensure they are implemented according to the project requirements.
Project coordination, monitoring & reporting:
- Work collaboratively with internal, external colleagues & partners to collect / analyse / share information on implementation issues, suggest solutions on routine project implementation, alert appropriate officials & stakeholders for higher level interventions & / or decisions.
- Monitor & report on the use of sectoral project resources (administrative & other assets), verify compliance with approved allocations based on regulations / procedures & donor commitments with standards of accountability & integrity.
- Report on issues identified to enable timely resolution by management / stakeholders.
- Follow up on unresolved issues to ensure proper resolution.
- Monitor the implementation of the works by conducting site visits & provide guidance for improvement & good results.
- Minimum weekly meeting with the technical team on the progress & completion of works according to project requirements.
- Review the work & reporting of the monitoring company.
Technical & operational support for project implementation:
- Coordinate the review of the designs carried out by the design practitioner.
- Advise, provide technical assistance & supervise the implementation of the works.
- Ensure all infrastructure designs are completed to the highest standards.
- The preparation of BoQs & technical documentation in accordance with relevant standards.
- Responsible for support or submission of the technical designs for design review by our client.
- Responsible for the accuracy of calculations, designs & any other relevant data / information & be available to respond to the queries of our clients Infrastructure Management Group (IMPG) design review team.
- Undertake field visits, surveys, collect & share reports with partners / stakeholders.
- Report critical issues, bottlenecks & potential problems to the Supervisor or the Project Manager, for timely action.
- Ensure that the quality of the contractor’s work is compliant with the design & specification requirement.
- Monitor, supervise the works & the contractor at the project’s sites.
- Review QA / QC & materials testing reports to ensure sampling, testing & inspection of materials are carried out regularly & works are implemented in compliance with design specifications.
- Provide technical & operational support to national counterparts, logistics cluster, UN partners & other partners / donors on the application & understanding of our clients policies, strategies, processes & best practices in urban roads transport to support project implementation.
Guide & support the project team(s) & / or local implementing partner(s) in the identification of roads for rehabilitation ensuring synergy with other sub sectors to ensure synergy & complementarity.
Project Reporting
This role reports to the line manager.
Key Competencies
- University degree in civil engineering or a relevant field is required & a professional certificate in civil engineering or a relevant field & / or an advanced university degree (e.g. Masters) will be an advantage.
- A minimum of 4 years of field work experience in the field of construction & proven experience in the supervision of multiple construction sites is required.
- 5 years experience in civil engineering is highly desirable.
- Proven experience of project implementation in close collaboration with government authorities & community organizations is an asset.
- Working knowledge of cloud based office software packages (Google Suite), MS Office programs, MS Project, AutoCAD & engineering systems is highly valued.
- Fluency in English & Arabic is required.
