JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Formulation of national objectives, plans, policies, programmes and procedures concerning installation. construction and maintenance of CNS equipment and facilities.

Function 2 (incl. Expected results)

Development of total installation work programme to meet the country’s requirements and assignments of approved programme for accomplishments.

Function 3 (incl. Expected results)

Monitor and control the scheduling of the requirements for acquisition, construction, and dismantling or relocation of equipment and related structure in accordance with validated requirements, and manage the in-transit material for construction and installation.

Function 4 (incl. Expected results)

Analyse financial and physical progress against established goals and provide reports.

Function 5 (incl. Expected results)

Prepare procurement specifications for use in the production and procurement of equipment for the country’s airspace system

Function 6 (incl. Expected results)

Prepare detailed engineering specifications for the production and procurement of equipment approved for inclusion in the airspace system.

Function 7 (incl. Expected results)

Develop and recommend the total installation work programme to meet the requirements and assigns approved programmes for accomplishment.

Maintain capability to: estimate life cycle costs; predict, review, assess, and monitor systems development, engineering, design, demonstration, test, production, operation, and support; assess schedules and performance experience against predictions and provide such assessments for consideration by top management officials at key decision points; make new determination where significant schedule or performance variance occur.

Review reprogramming proposals submitted by other offices to determine impact on programme. Initiate, recommend, and submit reprogramming actions for revisions in the basic programme when funds available for approved projects are not sufficient to complete the assigned or required additional facilities or projects not in the basic programme; provide authorities with impact statements and recommendations

Review system plans in such programmes from a technical and planning viewpoint to help resolve problems arising from conditions peculiar to the country or locality involved; as assigned, provide for equipment acquisition and shipment and determine feasibility of diversion of needed equipment, with later replacements from planned national programmes.

Function 11 (incl. Expected results)

Conduct engineering analysis of commissioned field air navigation system/facility operations to identify significant problems or trends, prepare technical reports of nature and scope of these problems or trends, the anticipated impact, and provide engineering analysis and recommendations for corrective action.

Function 12 (incl. Expected results)

Provide technical maintenance instructions and standards for the airway facilities by equipment and system type; develop standards for content and format of technical handbooks, manuals, and related documents necessary for effective and efficient maintenance of the airways facilities.

Function 13 (incl. Expected results)

Provide the engineering effort for, and authorize the modification of subsystems and component equipment to ensure compliance with prescribed standards and to effect needed improvement in maintainability and personal safety.

Develop maintenance standards and validate maintenance requirements for field maintenance programme.

Function 15 (incl. Expected results)

Review and validate maintenance technical requirements for airways facilities field programme to ensure conformance with DGCA’s standards; develop and monitor the accomplishment of the DGCA Technical Inspection Programme.

Function 16 (incl. Expected results)

Develop technical standards for maintenance and certification of airways facilities, systems and equipment.

Perform other related duties, as assigned.

Qualifications and Experience
Education

University degree in electronics engineering or equivalent technical qualifications.

Professional experience

Essential

  • Managerial experience in the CNS technical/operational field within the civil aviation authority and/or air navigation service provider of a country with a well-developed CNS infrastructure.
  • Ten years minimum background experience in complex CNS systems with specialization on surveillance systems; i.e., primary and secondary radar/ADS/SMR and ACAS..
  • Five years of background experience at supervisory or managerial level in CNS planning, installation and maintenance of surveillance systems.
  • Knowledge of ICAO CNS/ATM documents.
Languages

Essential 

  • A good command of oral and written English.

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
