Background
Oxfam is an international confederation counting 22 organizations working together with partners and local communities in more than 90 countries.
Oxfam has been working in Iraq since the 1990s with both an expanding and contracting presence. At present, Oxfam works through five offices across the country.
Oxfam in Iraq’s strategy is shaped around 3 key pillars 1) Humanitarian response 2) Governance and 3) Equality. Within each of these pillar’s interventions cover the following sectors: Emergency Food Security and Vulnerable Livelihoods, Water, Sanitation and Hygiene, Justice between men and women and Protection, and Local Humanitarian Leadership.
Training Needs Assessment
To this end, Oxfam has shared a survey with its partners to identify their most pressing needs for capacity building, and project management training was set as a priority. Additionally, this priority was also highlighted in a midterm review conducted halfway through the program in 2023. Therefore, Oxfam is launching a call for project management training to respond to the needs of their partners.
The Assignment
To strengthen performance across the programme Oxfam is launching a short training on project management and finance management. The training will be delivered over three days to a small group consistent of Oxfam and national partners’ staff. The training will be attended by approximately 10 – 15 people. Over the course of three days the participants will be introduced to the full project management cycle in an attractive and interactive way. The training will answer to the following objective: training participants are familiar with the distinguished steps in a project’s life cycle (PCM/ project Cycle management), can identify individual PCM components such as mentioned below
Understand common bottle-necks and are equipped with financial knowledge to manage budgets effectively, avoiding or resolving potential financial constraints.
Participant Identification
Oxfam Team is responsible for identifying the participants. Information on the background of the participants will be provided to the trainer prior to the training.
Timeframe
The consultant is expected to deliver the assignment within one month of signing the contract. Expected delivery dates should fall between End of June to End of July. Delivery before the mentioned timeline is a plus. A proposed timeframe is below.

Deliverables
1. A workplan for the entire duration of the assignment
2. A set of training materials and tools including PPTs, exercises, and guiding materials
3. A three-day training package
4. A final report including suggestions for Oxfam on future capacity strengthening needs.
Budget:
Applicants are invited to submit a narrative and financial proposal not exceeding 4,000 USD. Please note that the consultant will be responsible for covering their own transportation and accommodation. Oxfam will cover costs related to venue, meals, and participant accommodation and transportation.
Expression of Interest (EOI), including the following:
1.Cover letter of no more than 1 page introducing the consultant and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
2.The technical proposal should provide details on:
a.The proposed methodology responding to the ToR and the deliverables;
b.The evidence of capacity in line with the experience and expertise required for the assignment as described above, including references to experience with similar assignments and/or samples of previous, similar assignments completed;
c.The CV of the individual(s) to be directly involved in the assignment, including their specific roles; and three professional referees.
A technical proposal should not be longer than 5 pages, excluding annexes.
3.The financial proposal includes a one-page budget of the offer, with detailed breakdown of all major anticipated costs: per cost category (e.g. daily fees, equipment); and per task/deliverable. An accompanying work plan must be submitted too.
4.Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
