I. Background

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on four strategic priorities:

  • Women lead, participate in and benefit equally from governance systems
  • Women have income security, decent work and economic autonomy
  • All women and girls live a life free from all forms of violence
  • Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action

UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

In this context, UN Women Regional Office for Asia and the Pacific seeks to hire three (3) Consultants both national and international as Photographers/Videographers /Editors. The successful candidates will be offered retainer type of contract for minimum of two-year-period.

The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee

Duties and Responsibilities

II. Duties and Responsibilities

The consultants will work under the supervision of Programme Management Specialists with matrix management and supervision of the Regional Communications Specialist and under technical guidance of photo and video Specialists in Bangkok and HQ.

The Photographer/Videographer /Editor will work together with the hiring unit and UN Women Communications Focal Points to execute the concept through production. The Consultant will be responsible for camera, lighting and audio equipment, as well as providing raw files/footage (B-roll) and final format photos/videos. The main activities of the consultancy will include, but not limited to, taking photographs or recording and producing videos for events at the regional level or taking photos and/or producing videos for specific projects both at the national and regional levels.

The consultant under this contract is required to:

  • Take high-quality photography or Record and produce videos of events/field visits/interviews of partners/representatives.
  • Be able to edit as well as to provide raw files and footage linked to UN Women’s work.
  • Perform photo and/or video editing to produce professional products.

III. Final products and deliverables

Photos and/or videos of key events, interviews, projects, initiatives and campaigns by UN Women Regional Office for Asia and the Pacific.

Details of how the work should be delivered:

  • For photos, digital images in high resolution shot as a RAW file (300 pixels/inch: minimum size 3000 x 2000 pixels;) and the same selection in lower resolution (1000 pixels longer edge, JPEG format) will be delivered/emailed to UN Women.
  • For videos, a script and/or storyboard tailored to local and international audiences should be developed and discussed with UN Women;
  • Deliverables should meet technical standards of high-definition broadcasting.
  • All video footage should be shot full HD (16:9) 1080p50 or 1080p60;
  • Compression H.264/MPEG4 video at 12,000 Kbps (minimum) bitrate and high-definition broadcast quality, or better;
  • AAC Audio at 256 KBps with no out of sync issue, distortion, reverb or other audio issues.
  • For cut piece a SPLIT TRACK AUDIO (natural sound and voice/narration on one track, music and sound effects, if any, on the other track) should be submitted;
  • In case subtitling is required, final outputs should be submitted in three versions: Version 1 clean (no subtitles or graphics); Version 2 with subtitle and Version 3 without subtitles.
  • Raw video footage, B-Roll used in the production of the final video;
  • Consultants will need to abide by UN Women Communications policies and guidelines, including UN Women’s Branding Guidelines and Identity Standards and UN Women’s Digital accessibility guidance, as advised by UN Women programme and communications focal points.

Key duties and responsibilities:

  • Set up photo, audio and/or video equipment for in-house and external location shoots.
  • Set up lighting as required/if any, to provide a professional set for photo and/or video production.
  • Obtain signed or recorded consent forms from interview subjects as required by UN Women.
  • Operate photo and/or video cameras, video/audio equipment to produce high quality products.
  • Edit high-quality videos and photos
  • Perform video post-processing to edit and generate video and/or audio effects to produce professional products.
  • Ensure appropriate licensing of any third-party materials (music, stock photos or footage, graphics) as approved by UN Women.

In order to perform its duties, the photographer/videographer/editor will need to own or have access to their own photography/video HD recording and editing equipment and software.

IV. Warranties, Consent, and Intellectual Property

The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Communications Policy and Guidelines (to be provided).

The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.

The indemnity set forth, above, shall not apply to:

  1. A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or
  2. A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.

UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defense of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defense of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.

In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:

  1. procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women;
  2. replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or,
  3. refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof.

UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-Non-commercial-NoDeriv 2.0 Generic license to the Deliverables.

The provisions of this section of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.

V. Duration of Assignment and Duty Station

The time required for the consultancy is estimated at 100 working days within the period from 15 Feb 2024 – 14 Feb 2027. For upcountry or oversea assignments, UN Women will be responsible for the accommodation and travel expenses if any cost incurred during assigned period.

The consultant will be engaged under a retainer contract, which facilitate direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

VI. Schedule of Payments

Payment in full upon final submission and satisfactory deliverables of each event/editing tasks.

 

Required Skills and Experience

VII. Required qualification:

  • Bachelor’s degree in relevant field (communication, journalism, videography, etc.) is required.
  • At least 7 years working experience in photography, filming, video production and editing with a record of providing high-quality, creative work for clients.
  • Experience in photography, producing videos for major international broadcasters or the United Nations, governments, or international non-profits or for advocacy campaigns.
  • Experience on the development of visual products related to gender equality, women’s empowerment is an advantage.
  • Proficiency in English.

VIII. Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
