Org. Setting and Reporting
This position is located in the Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Bangkok, Thailand. The incumbent will work under the overall guidance of the UNODC Regional Representative for Southeast Asia and the Pacific and the direct supervision of the Programme Coordinator. Responsibilities
Within assigned authority, the incumbent will perform the following specific duties: • Maintain a current knowledge of substantive and operational developments in the areas of criminal justice and international cooperation in justice matters in Southeast Asia and the Pacific. • Provide expert advice and contributions to improving cooperation among Member States in the region and relevant organizations, and provide technical assistance in that regard, in particular taking into account other programmes and the legal instruments of other inter-governmental organizations. • Coordinate the work, guide and mentor project staff and consultants in their everyday work and ensure that staff is fully trained; prepare the work plans of all personnel attached to the Regional Programme’s Criminal Justice outcome and assign duties and priorities as required. • Develop, disseminate and promote the use of UNODC tools, including handbooks and training curricula, in the areas of crime prevention and criminal justice. • Plan, organize and provide substantive support to all UNODC initiatives in Southeast Asia and the Pacific having components on criminal justice and international cooperation in justice matters. • Lead and/or participate in needs assessment, programming, and other technical missions, to evaluate and elaborate technical assistance projects, programmes and activities in the areas of crime prevention and criminal justice. • Develop and implement strategies for the Office by identifying areas of potential intervention, as well as for joint UN cooperation and programming, including the collaboration with other multilateral institutions and civil society in the assigned substantive area. • Review programmatic and substantive sections of documents prepared by other UNODC Field Offices/Sections to ensure the correct reflection of policies and activities related to the assigned work area. • Ensure timely and efficient project management, including project and budget revisions, reporting and monitoring, and negotiations with external counterparts. • Ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner. • Draft reports and position papers related to operational activities, as well as visibility/communication material, and as necessary, provide input to UNODC management for the analysis of related development and policy issues. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, with emphasis in the areas of crime prevention and/or criminal law, or in social sciences or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible professional work experience, including at the international level, in the areas of crime prevention and criminal justice is required. Field-based project management experience in building the capacity of government officials and in the development of technical assistance tools in the areas of crime prevention and criminal justice is required. Work experience in investigating, prosecuting and adjudicating drug related criminal offences, organized crime or corruption cases is required. Work experience in managing team(s) of experts in developing, implementing and monitoring technical assistance programmes in crime prevention, criminal justice and rule of law is desirable. Work experience with counterparts in the field is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another East or Southeast Asian language is an advantage. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency based interview.
Special Notice
This temporary position is available for five months. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member from the United Nations Secretariat, the selection may be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
