Deputy Chief of Party/ Peace and Development Director, Papua New Guinea

Counterpart International is seeing a Deputy Chief of Party (DCOP)/ Peace and Development Director for an anticipated five-year USAID-funded program that seeks to assess and strengthen the ability of communities in Papua New Guinea to prevent and respond to violence, and improve economic livelihoods, particularly for women and vulnerable groups.

The DCOP/Peace and Development Director leads the technical implementation of the project, develops and oversees the planning and implementation of the technical workplan in a participatory manner, oversees the full technical team in Port Morsby and regional leads based in Lae and Tari. Locals are strongly encouraged to apply.

Responsibilities

  • Provide technical direction and supervision for all three project objectives, under the direction of the COP, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.
  • Leads the design of peace building and conflict mitigation activities.
  • Ensure component activities are integrated and fully leveraged so the project meets/exceeds expected results. Build synergies among the different activities, and pursue areas of cooperation with key counterparts, other donors, the private sector, and partner institutions.
  • Directly supervise technical staff members and regional leads.
  • Support the development of program strategies, planning and implementation of program activities while ensuring cohesion among the program components, achievement of objectives, results, and indicators.
  • Manage and supervise program personnel, implementing partners, with a focus on achieving objectives and results in a timely manner and on budget.
  • Provide mentoring and professional development support to project staff.
  • Coordinating with local and regional partners and other relevant stakeholders, such as civil society organizations, and government authorities.
  • Represent Counterpart and the Program before USAID, local and national governmental authorities, local CSO partners and community organizations.
  • Represent Counterpart and the Program at international and regional events, as necessary.
  • Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
  • Work closely with Counterpart’s Safety and Security department to protect staff, assets, infrastructure, and reputation as required.
  • Perform other duties and responsibilities, as required.

Qualifications

  • A university degree in international development, social science, finance, business administration, or other.
  • Minimum of 12 years of experience in international development.
  • Minimum of 7 years of experience in peace- and security-related fields, preferably in the Pacific Islands and/or PNG.
  • Demonstrated experience working in complex environments and building trust among stakeholders.
  • Demonstrated experience working with government at the national and sub-national levels, NGOs and CBOs, donors, USAID, and others.
  • Demonstrated previous leadership and program management capabilities on donor-funded projects of a similar scale.
  • Fluent oral and written communication in Tok Pisin and excellent oral and written communication in English.

Preferred Skills & Qualifications:

  • Advanced degree in international development or a similar field.
