The temporary position is located in the United Nations, International Financial Institutions and Civil Society Branch (UNIFICS) within the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS).  

PARTNERSHIPS is responsible for establishing, developing, and maintaining strategic partnerships and the active engagement of ILO in the multilateral cooperation system to contribute to social justice in close coordination with other Clusters, the DDG Office, the regional and other field offices. The Department is responsible for developing the ILO’s strategy for development cooperation and contributes to consultations and negotiations with development partners and groupings for the promotion of greater policy coherence around social justice and decent work. PARTNERSHIPS leads consultations and negotiations with development cooperation partners and is responsible for mobilizing voluntary contributions for the ILO’s programme, as well as coordinating technical and financial reporting to partners. PARTNERSHIPS facilitates streamlining of work processes and procedures and provides assistance to enhance service delivery in the regions. 

The UNIFICS Branch is responsible for leading, coordinating and promoting ILO’s active involvement in the UN system and cooperation with multilateral development banks (MDBs), other International Financial Institutions (IFIs) and civil society within the remit of ILO’s mandate towards decent work and social justice, and in close cooperation with the Offices in New York and in Washington and in other locations hosting international organizations. This involves building partnerships for both policy coherence and mobilizing funding for development cooperation.

The Development Officer supports the ILO’s engagement in the multilateral system in the area of sustainable finance and, in particular, on the UN finance for sustainable development process and related workstreams, providing and supporting the provision of technical products and advisory services that contribute to the promotion of ILO core values, such as social justice, and the Decent Work Agenda.

Under the overall supervision of Department Director, the incumbent works under the direct supervision of the Chief of the UNIFICS Branch. 

Specific Duties:

  • Identify and maintain up-to-date knowledge on trends and developments on the UN Financing for Sustainable Development cross-cutting discussion and processes at the UN and in non-UN entities. Prepare information for and share information with the Branch Chief, senior specialists and coordinators on ILO engagement, key intergovernmental groups operating in the area of international financial cooperation and financing for development, as well as with relevant stakeholders in the sustainable finance space.
  • Contribute to the ILO’s engagement with public and private entities active in the sustainable finance and finance for sustainable development, Environmental, Social and Governance (ESG) areas. This includes providing briefings on key trends and developments in the areas, as well as drafting and/or providing technical inputs to statements and reports.

  • Prepare briefing notes and initial drafts of speeches on Financing for Sustainable Development and ESG practices. Participate in meetings and provide support with follow-up actions, as assigned. Participate in internal working groups and technical teams dealing with the international and regional economic and financial institutions, global economic developments and the relationship between labour market institutions and macroeconomic developments.
  • Contribute as a resource person to knowledge-sharing, training programmes, events and technical meetings of ILO staff at headquarters and in field offices. Provide information on the ILO’s approach to policy coherence and partnerships that enhance efforts to reflect decent work in policy-making and governance frameworks and to foster decent work outcomes at the global, regional and national levels.
  • Provide support to the UNIFICS Branch in meetings organized by ILO constituents that concern the promotion of social justice and decent work in the policies and programmes of international and regional economic and financial institutions.
  • Provide technical inputs to documents for the ILO’s Governing Body and the International Labour Conference that concern policy coherence of the UN System, international and regional institutions, on finance for sustainable development, ESG approaches and due diligence of private and public actors, as required.
  • Undertake research and provide analysis tasks of policy assessment tools and knowledge products that support internal and external policy coherence for an integrated approach for the delivery of the Social Justice and Decent Work Agenda.
  • Support ILO’s collaboration with intergovernmental groups, countries, and academia under the supervision of the principal economist.
  • Perform other relevant duties as assigned.

Required Qualifications:

Education:

  • Advanced level university degree (Master’s or equivalent) in economics, development economics, finance or other relevant field or a professional qualification in investment analysis (such as Chartered Financial Analyst certification). A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience:

  • At least five years of professional experience in finance and development economic policy and analysis.

Languages:

  • Excellent command of English. A working knowledge of French or Spanish would be an advantage.
