The role of the Kona Soil and Water Conservation District (“Kona SWCD”) Manager (“District Manager”) is to: (1) assist in advancing the mission of the Kona SWCD and other, associated project management work for its clients, as needed; (2)  supervise Kona SWCD personnel; (3) administer existing and future Kona SWCD grants; (4) seek additional grant and other funding for the Kona SWCD; and (5) assist, as necessary with other operational and administrative roles and responsibilities associated with the Kona SWCD (collectively, “Work Activities”) when and as delegated by the Kona SWCD Board of Directors, or, when appropriate, the District Conservationist for the NRCS Kealakekua Field Office. These include, but are not limited to, the Work Activities listed below:

District Management

  • Assist the Kona SWCD Directors with planning, organization, and direction of the Kona SWCD’s operations and programs. Reports to work at the USDA service center in Kealakekua, HI.
  • Oversee and report on the organization’s results to the Kona SWCD’s Directors.
  • Prepare accurate and timely analyses that captures and communicates fundraising results, variances, and performance trends.
  • Manage and oversee the efforts of any staff or volunteers to ensure appropriate support of all programs.
  • Participate in annual budget reviews, monthly and quarterly reviews, and periodic forecast updates with the Kona SWCD’s Directors.
  • Assist with major systems implementations related to cost control.
  • Ensure that services and funding relationships are robust enough to meet or exceed strategic goals and objectives.
  • Manage existing and future Kona SWCD grants.
  • Seek additional grants and other funds to support the Kona SWCD programs and personnel.

Project Management

  • Coordinate internal resources and third parties/vendors for the execution of multiple projects.
  • Ensure that all projects are delivered on-time, within scope and within budget.
  • Assist in the definition of project goals, scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility.
  • Ensure resource availability and allocation.
  • Develop a detailed project plan to monitor and track progress.
  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
  • Measure performance using appropriate project management tools and techniques.
  • Report and escalate to management, as needed, challenges related to projects, their deliverables and timelines.
  • Perform risk management to minimize potential risks to the project and all related parties.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.
  • Meet with appropriate Kona SWCD Directors and staff to take detailed ordering briefs and clarify specific requirements of each project.
  • Delegate project tasks as appropriate and in consultation with the Kona SWCD Directors.
  • Track project performance, specifically to analyze the successful completion of goals.
  • Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • Develop comprehensive project plans to be shared with appropriate entity owners and other staff members.
  • Attend conferences and training as required to maintain proficiency.
  • Develop spreadsheets, diagrams and process maps to document project status, needs and objectives.

Community Engagement

  • Participate in community interactions, including those in the field, virtual and written.
