Emergency Response Manager (Haiti)

Background

Haiti is facing several concurrent crises – violence, food insecurity and cholera. Due to the severity of the crisis the UN is in the process of activating a system wide scale up. Plan International Haiti is working to ensure it can support the scale up and build a portfolio of donor grants. This position will play a key role in external representation and profiling Plan international Haiti.

Key Tasks

Programming

  • Oversee the management of specific emergency programmes, ensuring response activities are in line with Plan

International’s standard policies and procedures.

  • Lead on the update of specific humanitarian response strategies, clearly defining key priorities in line with Plan

International’s expertise.

  • Lead and manage Rapid Needs Assessments, ensuring a clear focus on the specific needs of children and in particular girls. Based on the outcome of the needs assessments provide recommendations to the Country Director and senior management team on programming options and priorities.
  • With Country Office Colleagues conduct a review of potential local partner organisations, ensuring alignment with

Plan International’s approach and programming priorities in humanitarian crises.

  • Support programme technical specialists to ensure programmes are of high quality and have direct positive impact on children affected by crises.
  • Ensure appropriate programme quality standards are used in the design and implementation of programmes, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery (INEE)) and the Core Humanitarian Standards (CHS).
  • Overall responsibility for preparation of quality reports and updates for different Plan Entities and external actors such as donors.

Representation & Coordination

  • Represent Plan International with the host Government, both at national and regional level, highlighting key issues of concern impacting on children and in particular on girls.
  • Engage with relevant humanitarian fora and clusters in country, ensuring appropriate information is provided in a timely basis (eg 4Ws).
  • Maintain and develop in country relations with institutional donors.
  • Identify opportunities to establish strategic partnerships with other humanitarian agencies.

Operational Support

  • Supervise operational support functions (finance, HR, logistics)
  • Ensure standard Plan International systems and procedures are followed.
  • Ensure compliance with national legal requirements
  • Together with the in country security manager monitor local security situation, develop appropriate security guidelines and Standard Operating Procedures (SOPs)

Administration and Finance

  • Ensure that administrative support functions are established and maintained in accordance with Plan International administrative policies and procedures
  • Coordinate mobilisation of financial resources related to emergency activities;
  • Ensure with the Procurement & Logistics Manager/Officer the establishment and maintenance of a functional procurement and supply chain management system;
  • Support the Procurement & Logistics Manager/Officer with the timely and appropriate establishment of all logistics infrastructure.
  • Develop appropriate operating budgets for emergency operations.
  • Ensure compliance with donor requirements.

Human Resources

  • Outline the composition of the emergency team, ensuring clear reporting lines and job descriptions
  • Ensure all Emergency Response personnel understand and carry out their duties in accordance with Plan

International’s humanitarian values and principles.

  • Conduct performance appraisals for Emergency Response Team staff and ensure regular feedback and mentoring on individual performance is provided.

Information Management

  • Oversee and approve sitreps on the emergency response and recovery. Ensure timely dissemination of situation

reports and fundraising material to Plan International’s Headquarters and National Organisations;

  • Ensure appropriate information is shared within the organisation and is uploaded to the organisational intranet.

Fundraising

  • Develop an appropriate grant pipeline in collaboration with National Organizations.
  • Support Plan International National Organisations develop appropriate funding submissions to institutional donors.
  • Identify potential in-country funding streams and submit funding proposals to these.

  • Country Management Team

  • National Organisations, Corporates, and National Institutions
  • Other INGO leaders and networks
  • UN agencies and structures (eg Humanitarian Country Team and clusters).

Essential

  • Significant experience in leading large scale humanitarian operations in a range of different contexts, for example conflict, internal displacement, disease outbreaks, rapid onset crises, protracted crises,
  • Demonstrable understanding and proven practical experience of adhering to humanitarian values and principles; humanitarian charter, International Humanitarian Law, Red Cross code of conduct and Sphere Minimum Standards
  • Proven successful fundraising skills from a diverse range of funding sources.
  • Demonstrable experience of engaging in national level humanitarian coordination mechanisms such as HCT.
  • Significant experience of developing and maintaining a network of key stakeholders across Government, National civil society organisations, United Nations, INGOs, Donors, Embassies, Academic Institutions.
  • Proven experience of exercising leadership functions with increasing responsibility in an international environment related to development.
  • Proven understanding of “child rights” and “gender in development” concepts and the

promotion of girls’ rights in the context of relevant International Conventions (Convention of the Rights of the Child, Convention for the Eradication of Discrimination against Women) and the Global Goals (SDGs).

  • Experience and understanding of the concepts of sustainable community development and participatory approaches and practice in development interventions.
  • Knowledge of the requirements of donor compliance and financial management
  • Knowledge of programming in challenging environments with good understanding and appreciation of the historical, security context, political environment, economic, social/religious and humanitarian context in Haiti or a comparable environment.
  • Proven skills in the development and management of effective and motivated teams, including distance management.
  • Excellent English and French written and verbal communication skills.
  • Strong diplomatic and communication skills, including through mass-media to influence decision-makers and key stakeholders.
  • General ability to manage stress in insecure contexts.

Desirable

  • Relevant University degree in development, social science, business administration or related field
  • Knowledge of the geopolitical factors affecting child-poverty in the country and the political, social and environmental opportunities for change is an advantage
  • French and English language skills.
