  1. PURPOSE OF DIVISION:

Islamic Relief Worldwide – Iraq (IRW Iraq) is part of the global Islamic Relief family, a leading international humanitarian and development organization that has been working since 1984 to alleviate poverty and suffering around the world. Operating in Iraq since 2003, IRW Iraq provides life-saving humanitarian assistance and long-term development support to vulnerable communities affected by conflict, displacement, poverty, and climate-related challenges.

IRW Iraq focuses on sectors such as food security and livelihoods, water and sanitation, education, health, child protection, and disaster response. The organization places a strong emphasis on empowering marginalized groups—including women, children, and people with disabilities—through inclusive, participatory, and community-based approaches. Guided by the principles of humanity, impartiality, and social justice, IRW Iraq works closely with local authorities, civil society partners, and affected communities to promote sustainable development and build resilience.

  1. Purpose of the Assignment:

The Enumerator and Community Volunteer will support IRW Iraq’s program, MEAL, and operational teams in implementing field activities. Assignments may include data collection, beneficiary registration and verification, community mobilization, awareness-raising sessions, focus group discussions, assessments, training support, event facilitation, distributions, monitoring visits, and other project-related activities.

The selected individuals will serve as a key link between IRW Iraq and local communities, helping ensure effective project implementation, accountability, and community participation.

  1. Key Responsibilities:

 

The Enumerator and Community Volunteer may be assigned one or more of the following responsibilities depending on project needs:

 

Community Engagement and Mobilization

  • Support outreach activities and community awareness campaigns.
  • Mobilize community members to participate in project activities, trainings, meetings, and events.
  • Assist in communicating project objectives, eligibility criteria, and key messages to communities.
  • Promote meaningful participation of women, youth, persons with disabilities, and other vulnerable groups.
  • Support Accountability to Affected Populations (AAP) mechanisms, including feedback and complaints processes.

Data Collection and Assessments

  • Conduct household surveys, interviews, registrations, verifications, and assessments.
  • Support Labor Market Assessments (LMA), Training Needs Assessments (TNA), baseline surveys, endline surveys, and other studies.
  • Administer questionnaires using paper-based or digital data collection tools such as KoboToolbox.
  • Ensure accuracy, completeness, and timely submission of collected data.
  • Verify information collected from households and community members where required.

Facilitation and Event Support

  • Assist in organizing workshops, trainings, meetings, and community consultations.
  • Support facilitation of Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), and participatory exercises.
  • Take accurate notes and document key findings and observations.
  • Assist with participant registration, attendance tracking, and logistical arrangements.

Project Implementation Support

  • Support beneficiary identification and selection processes according to approved criteria.
  • Assist during distributions, cash assistance activities, agricultural interventions, and other project activities.
  • Help monitor field activities and report implementation challenges.
  • Provide translation and interpretation support when required.
  • Support project teams in conducting monitoring visits and follow-up activities.

Compliance and Reporting

  • Maintain confidentiality of all information obtained during assignments.
  • Adhere to IRW Iraq’s Code of Conduct, Safeguarding Policy, Child Safeguarding Policy, PSEA Policy, and Do No Harm principles.
  • Report protection concerns, safeguarding incidents, complaints, or field-level risks through established reporting channels.
  • Immediately inform supervisors of any challenges affecting activity implementation or data quality.
  • Participate in briefing and debriefing sessions before and after assignments.
  1. Expected Deliverables:

Depending on the assignment, deliverables may include:

  • Completed and validated data collection forms.
  • Beneficiary registration and verification records.
  • Community outreach and mobilization reports.

 

  • Attendance sheets for trainings, meetings, and events.
  • FGD and interview notes.
  • Activity reports and field observations.
  • Distribution records and monitoring reports.
  • Timely submission of all assigned tasks and documentation.

 

  1. Duration and Working Days:

 

  • This is a casual worker/volunteer engagement and does not constitute regular employment with IRW Iraq.
  • Engagement will be based solely on project requirements and operational needs.
  • Individuals may be contacted and deployed periodically throughout the 12-month period.
  • Deployment is not guaranteed and will depend on available activities and performance.
  • Working hours may vary according to assignment requirements.

 

  1. Payment Terms:
  • A daily rate of IQD 45,000 will be paid for each day of active engagement.
  • The daily rate includes transportation, communication, and meal expenses.
  • Payments will be processed monthly following submission and approval of attendance sheets and completed assignments.
  • Payment is subject to satisfactory performance and compliance with IRW Iraq policies and procedures.
  • All payments will follow IRW Iraq finance and administrative regulations.

 

  1. Supervision and Support:

The Enumerator and Community Volunteer will work under the direct supervision of the assigned Field Supervisor, Project Officer, MEAL Officer, or other designated staff member.

IRW Iraq will provide:

  • Activity-specific orientation and guidance.
  • Relevant tools and templates.
  • Required training prior to deployment.
  • Technical support during implementation.
