Evaluation Advisor – Vietnam Learns

Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

SoCha is seeking a full-time, qualified individual to fill the role of Evaluation Advisor. The Evaluation Advisor will be full-time and based in Hanoi. This role is for a proposal position and is contingent on award and funding.

Scope of Work

The Evaluation Advisor will be responsible for the following tasks:

  • Oversee evaluations, assessments, and studies from inception to final delivery, including developing research questions, methods, and protocols, scoping, planning, and implementing data collection, training, quality assurance, and quality control for teams collecting quantitative and qualitative data in the field, data analysis, writing reports on study findings, and presenting findings to USAID and related audiences.
  • Work under the supervision of the Institutional Learning Advisor/Technical Director to communicate effectively with USAID on developing scopes of work and refining study questions to ensure that MSSP delivers the right information for meeting the needs of the Mission.
  • Design questionnaires and other data collection tools and instruments and develop digital versions using KoBoToolbox, KoBoCollect, and other software applications for data collection to ensure that they work to capture the data necessary to answer the questions and meet the objectives set out by USAID.
  • Manage data collection teams, including consultants and subcontractors, to ensure that data collected in the field is valid, accurate, comprehensive, and high quality.
  • Develop training materials specific to each evaluation, assessment and study, and train data collectors using these materials.
  • Analyze data collected in the field to provide robust answers to research questions.
  • Write reports on findings and deliver oral presentations to USAID and related audiences.
  • Work with the MSSP team to ensure that research findings are shared and fully utilized through learning events.
  • Perform any other task assigned by the supervisor.

Minimum Qualifications and Experience

  • Master’s degree in social or political science, international development, or a related field.
  • Minimum of eight (8) years of experience using qualitative and quantitative research methods (ie; both quantitative and qualitative data collection, processing, and analysis).
  • Demonstrated experience in monitoring and evaluation, and collaboration, learning and adapting (CLA).
  • Strong research skills.
  • Understanding of international development sectors including but not limited to youth, gender, health, education, economic growth, environment, and/or governance.
  • Relevant experience in designing evaluations and conducting evaluations and assessments in accordance with international donor standards.
  • Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results and.
  • Prior experience working on USAID-funded activities preferred.
  • Advanced language skills in Vietnamese and English and ability to present information, findings, and recommendations in clear written and oral formats.
